1 <br />1 <br />1 <br />17 <br />COUNCIL MEETING MAY 11, 1992 <br />with the idea that it could be extended to 365 days or simply <br />enact a 365 day moratorium. <br />Council Member Bergeson moved to adopt Ordinance No. 09 - 92 as <br />outlined by the City Attorney, amend the length of the moratorium <br />to 365 days (one year) and dispense with the reading. Council <br />Member Neal seconded the motion. Motion carried unanimously. <br />Ordinance No. 09 - 92 can be found at the end of these minutes. <br />Consideration of Repealing Appendix B of the Lino Lakes City <br />Code, Zoning Ordinance - Mr. Hawkins explained that the City <br />Council has adopted the second reading of Ordinance No. 15 - 91 <br />which would amend the Lino Lakes City Code, Appendix B. The City <br />Charter requires that the ordinance be published showing the old <br />text lined out and the new text underlined. Publication would be <br />very costly and someone from the staff or someone hired by the <br />City would spend a considerable amount of time preparing the <br />ordinance for publication. Mr. Hawkins suggested to avoid <br />spending a lot of staff time and money that the entire Zoning <br />Ordinance, Appendix B be repealed and an entirely new Zoning <br />Ordinance, Appendix B -1 be adopted by the City Council. A <br />summary could then be published and the entire procedure would <br />entail less time and would not be as costly. The entire Zoning <br />Ordinance as prepared by the Planning and Zoning Board would be <br />enacted without any changes. A new public hearing would be <br />called and there would be two (2) readings of the new ordinance <br />as required by the City Charter. <br />Mr. Schumacher explained that he would hire someone to prepare <br />the present Zoning Ordinance for publication. This is not <br />budgeted and would take some time. Mr. Schumacher said that he <br />plans to ask the Charter Commission to consider a revision of <br />this portion of the City Charter. <br />Council Member Elliott moved to rescind the first and second <br />reading of Ordinance No. 15 - 91 and request staff to prepare the <br />proper method to repeal the present Zoning Ordinance, Appendix B <br />and prepare a new Zoning Ordinance, Appendix B -1 for a first <br />reading before the City Council. Council Member Neal seconded <br />the motion. Motion carried unanimously. <br />CONSIDERATION OF RESOLUTION NO. 92 - 69 ADOPTING THE PERSONAL <br />COMPUTER PURCHASE PLAN <br />Mr. Schumacher explained that a computer purchase program has <br />been in place and four (4) City employees have purchased <br />computers under this plan. Computers similar to those used by <br />staff are purchased by the City and sold to City Employees at <br />cost. The employee pays for the computer through a payroll <br />deduction plan.
