18 <br />COUNCIL MEETING MAY 11, 1992 <br />to get computers into the hands of employees who regularly use <br />computers. The'employee becomes more familiar with the computer <br />and software and hopefully, the employee will become more <br />functional in the use of the computers. <br />Mayor Reinert asked what would happen if the employee terminated <br />employment prior to paying their contract in full. Mr. <br />Schumacher explained that the contract requires the employee to <br />pay the entire debt prior to leaving employment. <br />Council Member Elliott moved to approve Resolution No. 92 - 69 <br />Adopting the Personal Computer Purchase Plan. Council Member <br />Bergeson seconded the motion. Motion carried unanimously. <br />Resolution No. 92 - 69 can be found at the end of these minutes. <br />FIRST READING, ORDINANCE NO. 08 - 92, REQUIRING SOLID WASTE <br />COLLECTION SERVICE FOR EVERY RESIDENTIAL HOUSEHOLD AND BUSINESS <br />IN LINO LAKES <br />Mr. Volk explained that several mandates have been placed on <br />municipalities regarding solid waste issues. In an effort to <br />comply with the mandates, the City of Lino Lakes formed a Solid <br />Waste Advisory Committee (SWAC). The committee consists of eight <br />(8) Lino Lakes residents including one (1) staff member and one <br />(1) Council Member. The committee has drafted an ordinance <br />requiring all businesses and residents to properly dispose of <br />their solid waste materials and recommend that the City Council <br />adopt this ordinance. The committee will proceed to work on the <br />remaining mandate deadlines. <br />Mr. Volk noted that currently approximately 20% of all Lino Lakes <br />residents and business do not subscribe to a collection service. <br />The proposed ordinance will require solid waste collection <br />service for every residential household and business in Lino <br />Lakes. <br />Mayor Reinert noted that those who do not subscribe to a service <br />sometimes leave their refuse along side of the roads. This <br />practice has become a burden for the City. Mr. Volk estimated <br />that the Public Works Department spends approximately eight (8) <br />man -hours per week picking up refuse along the streets. <br />Council Member Elliott moved to adopt the first reading of <br />Ordinance No. 08 - 92.
