1 <br />1 <br />1 <br />COUNCIL MEETING MAY 11, 1992 <br />water and sanitary sewer are available or a 100% capture plan can <br />be approved. Mr. Dege noted that Rice Creek Watershed District <br />is currently reviewing this plan and a permit is expected. All <br />utilities will be installed underground and there will be no <br />overhead utility wires. <br />Mr. Dege explained that this is a total raze and rebuild plan. <br />The exterior walls of the building will be rock faced block. <br />Windows will constructed on both the east and west side. A <br />landscaping plan has been prepared and approved by the Planning <br />and Zoning Board with modifications. There will be another <br />double row of evergreen trees planted along the entire south <br />boundary of the property. Mr. Dege noted that it is planned to <br />close the current station sometime in June and the entire project <br />should take about 75 days to complete. <br />Council Member Neal said he heard rumors that a Hardy's <br />Restaurant has considered locating on the site. Mr. Dege said <br />there had been some investigation on the matter, but Hardy's will <br />not locate on this site. The building itself will contain a deli <br />with a sit -down self -serve area. Mr. Don Morrow, representing <br />FinaMart said the site will be similar to the Belle Plaine site. <br />Council Member Bergeson asked about truck parking. Mr. Dege said <br />that no overnight truck parking is allowed. There will be a <br />limit to parking hours and this will be posted. FinaMart has <br />every intent to control overnight parking. <br />Mr. Schumacher asked about the septic system. Mr. Dege said that <br />the present system will be relocated to the west beyond the truck <br />parking area. <br />Mayor Reinert opened the public hearing at 7:12 P.M. <br />Ken Skoglund, 7481 Lake Drive explained that he has presented his <br />concern about trunk parking to the FinaMart people and the City <br />Council many times. However, overnight truck parking still <br />continues. He noted an instance when a trunk was parked for four <br />(4) days. Mr. Skoglund explained that no one knows what is in <br />the truck trailers and he wanted the present ordinance enforced. <br />He said that refrigerator trucks are left running all night and <br />this is very noisy. Mr. Skoglund also explained that he had EPA <br />do an air quality study of the area in 1985 and the site was 10 <br />decimals over the standard at that time. <br />Mr. Morrow asked if Mr. Skoglund had been in the store and <br />complained about the situation. Mr. Skoglund said not recently. <br />He explained that there is only one (1) person there at night and <br />felt it was not a good idea to knock on a truck door at night. <br />PAGE 6 <br />13 <br />
