12 <br />COUNCIL MEETING MAY 11, 1992 <br />recommendation based on the information that was presented at <br />that meeting. <br />Mr. Schumacher asked what a pumping rate transmitter was. Mr. <br />Schneider explained that each well has a meter and the reading of <br />each meter can be transmitted to a central location computer. <br />This allows better monitoring of the activity of each well. <br />Council Member Neal asked if a light had been constructed on the <br />new water tower. Mr. Schneider said he would check. A light was <br />to be placed on the water tower last week. <br />Council Member Elliott moved to approve Resolution No. 92 - 65 <br />awarding the contract to the Prest Company. Council Member Neal <br />seconded the motion. Motion carried unanimously. Resolution No. <br />92 - 65 can be found at the end of these minutes. <br />PUBLIC HEARING, CONDITIONAL USE PERMIT, FINAMART, 7509 LAKE DRIVE <br />Mayor Reinert noted that this is the last hearing regarding land <br />use matters that will be heard before the City Council. These <br />types of hearings will be held at the Planning and Zoning Board <br />in the future. This item has been before the Planning and Zoning <br />Board and has been forwarded to the City Council for the public <br />hearing. <br />Mr. Schneider explained that originally last fall, FinaMart had <br />presented a proposal to remodel and improve the present FinaMart <br />site. The City Council had strongly encouraged the FinaMart <br />representatives to remove the present structure and rebuild the <br />entire site. Plans have been submitted for a 2,375 square foot <br />convenience gas station and future detached car wash. The site <br />is a three (3) plus acre site located at the southwest quadrant <br />of I35W and Lake Drive. The site is zoned Light Industrial and <br />automobile service stations are allowed in this zone with a <br />Conditional Use Permit. <br />The Planning and Zoning Board approved the request and <br />recommended approval with some modifications. Northwest <br />Associated Consultants, Inc. (NAC) have also reviewed the site <br />plan and signage plan and have several recommendations for the <br />City Council. <br />Mr. Dan Dege, an architect working for FinaMart presented the <br />site plan. He noted that last fall at the first public hearing, <br />FinaMart was strongly directed to place the parking area in <br />another location. This has been incorporated into the revised <br />plan. Mr. Dege noted that it is planned to raise the existing <br />freeway sign to the maximum allowed by the City Code. He noted <br />that a car wash is planned but will be delayed until municipal <br />PAGE 5 <br />1 <br />1 <br />1 <br />
