The street standards have changed since that time. Mr. <br />Kolstad is proposing to complete the improvement of the Lino Air <br />Park and is requesting that the remaining streets be improved <br />using the 1977 street standards of 24 feet. He explained that <br />currently the property is in a tax forfeit status. Mr. Kolstad <br />said that it is not possible for him to redeem the lots and <br />construct the streets to current standards. He also noted that <br />even if the City Council allows him to use 1977 street standards, <br />he may not be able to redeem the lots and construct the streets. <br />Mayor Reinert asked why this matter is not being taken to the <br />Planning and Zoning Board. Council Member Kuether said that the <br />matter must be expedited. Mr. Schneider explained that he had <br />talked to Mr. Kolstad about this matter some time ago and had <br />told him that his request was a very drastic change from todays <br />street standards. He also told Mr. Kolstad that the Council has <br />been holding to current standards. <br />Mr. Schumacher explained that there are some issues with traffic <br />circulation. He also noted that this matter had been reviewed by <br />the City Attorney who said that the developer should follow <br />current standards. Mr. Schumacher felt this matter should be <br />reviewed by the Planning and Zoning Board. <br />It was noted that a culvert is not properly placed in the county <br />ditch.
