Mr. Kolstad noted that <br />the culvert was properly installed, however, a ditch cleaning <br />project had interfered with the drainage through the culvert. <br />Mayor Reinert asked Mr. Kolstad to check with the City Engineer <br />to see if this matter could be placed on the June 10, 1992 <br />Planning and Zoning Board agenda. If not, the matter will be <br />placed on the July 8, 1992 Planning and Zoning Board agenda. <br />Apitz Garage, 325 Birch Street, Larry Grubbs - Mr. Grubbs <br />appeared before the City Council to express his frustration and <br />anger with the City and Anoka County regarding procedures and <br />delays of the many improvements that have occurred at his <br />business since he purchased the business. He noted that last <br />October, a building on his premises collapsed and he has been in <br />the process of obtaining permits to rebuild since that time. Mr. <br />Grubbs explained that he enlisted the aid of another individual <br />to help in this matter, however, it has been eight (8) months and <br />he still does not have any permits. <br />Mayor Reinert told Mr. Grubbs that the intent is not to hassle <br />but to insure compliance with the City Code. Mr. Grubbs said <br />that certain persons were not knowledgeable regarding the code <br />and others were worried about trivial matters. Mr. Grubbs said <br />that he has had it with this City. <br />Mr. Schneider explained that Mr. Goertz, Mr. Grubbs' <br />representative has been working with Mary Kay. Mr. Grubbs is <br />proposing to add to his current building rather than replace the <br />previous building. This is acceptable but the request would <br />intensify the current use of the property and a Conditional Use <br />Permit Amendment is required. This process includes the need for <br />a public hearing which has been scheduled before the Planning and <br />Zoning Board. Council Member Bergeson asked if this was really <br />intensification? Mr. Schneider explained that the addition will <br />be larger than the previous building and this would be <br />intensification. <br />Mayor Reinert asked that Mr. Grubbs be aided in getting his <br />request in place. Mayor Reinert also noted that if staff are not <br />helpful or violate procedures, this is not right and will be <br />dealt with. <br />Mr. Grubbs requested that his zoning be amended so that his <br />business will be a permitted use and not a conditional use. Mr. <br />Schneider explained the process of rezoning. Mr. Grubbs said he <br />would like to pursue this matter and see how much the City <br />Council supports businesses in the City. <br />PAGE 2 <br />5%' <br />
