1 <br />1 <br />COUNCIL WORK SESSION JUNE 17, 1992 <br />lots would be. Mr. Schumacher noted that a utility system is in <br />the ground and this system must be paid. In addition, this City <br />has a financial agreement that requires that the City keep 150 to <br />300 lots available. Mayor Reinert asked why keep lots available <br />if the City is going to loose money on them? <br />Mr. Schneider said that he felt that this type of study will not <br />tell the Council what they want to know. Mr. Schumacher said the <br />study would only give general guidelines for the City to follow. <br />Mr. Schneider also said that "roof tops" are need to generate the <br />commercial development desired by the City Council. Mayor <br />Reinert said that the Council needs to look at Lino Lakes as it <br />relates to the total picture. <br />Lifting the moratorium was discussed. It was noted that the <br />supply of R -1 lots was very low and there did not appear to be <br />much waiting to be platted. Mr. Schumacher explained that if the <br />moratorium were lifted, this City would not see a flood of plat <br />applications. He noted that the consensus of the staff is to <br />allow the moratorium to expire. <br />It was agreed that staff should prepare an "infill" policy.
