92 <br />COUNCIL WORK SESSION JUNE 17, 1992 <br />Mr. Schumacher will keep the Council updated on this matter. <br />Update Marlin Hanson - Otter Lake - Mr. Hanson has constructed a <br />foot bridge over the channel in Otter Lake. This may be a <br />violation of the Oak Brook Peninsula settlement agreement. In <br />addition, Mr. Hanson did not obtain an amended permit from the <br />DNR and a citation has been issued. <br />Council Member Bergeson explained that he had received a <br />telephone call from Mr. Adamson, developer of Oak Brook <br />Peninsula, who asked that the City treat him in the same manner <br />as any other person who is involved with an unauthorized building <br />project. Council Member Bergeson said that Mr. Adamson feels <br />that he is being whipped. <br />It was explained that Mr. Hanson and Mr. Adamson need an amended <br />DNR permit. At this time it appears that they will leave the <br />illegal bridge up and pay the fines. Mr. Schumacher will get <br />more information on this matter and further update the City <br />Council. <br />Update Apitz Garage - Mr. Schneider explained that this matter is <br />on the Council agenda. <br />Update Moratorium - Mr. Schumacher explained the many items that <br />have been addressed since the inception of the moratorium. He <br />noted that an "infill" policy will be completed soon, the <br />Comprehensive Park Plan is scheduled for a public hearing in July <br />and the Zoning Ordinance should be completed in July as well. He <br />noted many other items that have been addressed or will be <br />addressed shortly. <br />The economic impact of development has not yet been addressed and <br />it will take some time to put this together. Mayor Reinert felt <br />that this matter was critical for this City. <br />Council Member Bergeson said that he had reviewed such documents <br />and felt it would take approximately two (2) years for Lino Lakes <br />to complete such a comprehensive study. Mayor Reinert felt that <br />development impacts every aspect of a community and this matter <br />should be addressed immediately. <br />There was further discussion regarding the need for such a study. <br />It was suggested that the City budget for the study in the fall <br />and possibly complete the study in phases with the final phase to <br />be completed in the first quarter of 1993. <br />Mr. Schneider told the Council that the City is running low on <br />lot inventory. Mayor Reinert felt this was not as great of <br />problem as not knowing what the economic impact of additional <br />PAGE 3 <br />
