- 44 <br />SPECIAL COUNCIL MEETING <br />CITY OF LINO LAKES <br />COUNCIL MINUTES <br />JULY 6, 1992 <br />ne a.,, Deal,; :Elliott, Borges <br />.......................................................................... ............................... <br />Staff members present: City Engineer, Darrell Schneider; City <br />Administrator, Randy Schumacher and Clerk- Treasurer Marilyn <br />Anderson. <br />The purpose of the meeting was to discuss the moratorium, <br />Ordinance No. 01 - 92 enacted January 13, 1992. <br />Mayor Reinert explained that the moratorium was discussed at the <br />previous Council work session and because action could not be <br />taken during a work session, this special Council meeting was <br />called to further discuss the matter in an open forum and take <br />action if the full City Council deemed it necessary. <br />Mayor Reinert explained why the City Council felt it was <br />necessary to put the moratorium ordinance in place. He also <br />explained that a number of mechanical items have been developed <br />and put into place that will benefit staff and developers. Mayor <br />Reinert noted that the City did not appear to have a development <br />policy at the beginning of the year. At this time a policy has <br />been developed and is being enacted by Council resolution. <br />Mayor Reinert had previously asked that a study be completed that <br />would show what impact a proposed new development would have on <br />this City, the school district and the community. He suggested <br />that this study could be completed by the staff or by a <br />consultant. The study would be similar to the study recently <br />completed by the City of Lakeville. He proposed to discuss this <br />matter further. <br />Mayor Reinert asked the City Council how they felt the City <br />should develop. What would be a good balance between starter <br />homes and "higher end" homes? What should the "infill" policy <br />be?
