1 <br />1 <br />1 <br />SPECIAL COUNCIL MEETING JULY 6, 1992 <br />direction should the City go? <br />The Lakeville growth study was discussed. Mayor Reinert <br />explained that he had talked to the staff and the staff feels <br />that they can put together a similar document "in house ". Some <br />computer software may be needed but is available. Mr. Schneider <br />explained that he has already developed much of the information <br />needed regarding utilities and this is already on computer. He <br />displayed a MUSA map and explained some of the information that <br />he has already developed and stored in computer files. Mr. <br />Schneider also explained that the staff feels capable of putting <br />together this document. However, time is a critical issue. Mr. <br />Schumacher said that from a legal standpoint, after the study has <br />been completed and accepted by the City Council, it should be <br />made part of the Comprehensive Plan or a plan of that nature. <br />Council Member Neal asked when the staff felt the study could be <br />completed. Mr. Schneider explained that it could be completed by <br />the end of the year and he still could deal with issues that need <br />his attention on a daily basis. <br />Mayor Reinert asked other Council members for their thoughts on <br />this matter. Council Member Bergeson said he had read the <br />Lakeville study and was in favor of preparing a study for Lino <br />Lakes. He noted that many times he has seen staff working late <br />into the evening and expressed concern about the time it will <br />take to complete the study. Council Member Bergeson said he had <br />no question about their technical ability. <br />Council Member Bergeson noted that some times studies start with <br />a conclusion and then facts are developed to support the <br />conclusion. He hoped it would happen in this study. Council <br />Member Bergeson suggested that the study be completed first and <br />then the policy developed next. <br />It was noted that the Lakeville study was completed with the help <br />of a large citizen group. Mr. Schumacher noted that the group <br />met diligently and the study was completed in a short time. He <br />also noted that there was input from the school district and <br />businesses as well as from the staff. Mr. Schneider felt that a <br />lot of input from the community would be needed. He also felt <br />that "what if" scenarios should also be developed. <br />Council Member Elliott said she felt it would be logical to <br />encourage an "in house" study and to get a great deal of input <br />from the residents. She noted that if the residents are involved <br />in developing a philosophy for growth, they feel they have had <br />some control of their own destiny. <br />Council Member Neal asked that residents be selected from <br />PAGE 2 <br />95 <br />
