1 1 1 SPECIAL COUNCIL MEETING JULY 6, 1992 explained that with the help of the City Attorney, a single check list of items is listed on one (1) sheet so that the contractor /developer has a better idea of how much money is needed to complete the agreement. Mr. Schumacher said that the developers agreement and the development checklist help avoid confusion. It was noted that a surface water management document is still needed. This should be completed before the end of the year. Mayor Reinert noted that this is a busy period for the City. He also noted that things do not always go well and mentioned the Centerville /Lino Lakes consolidation matter, the annexation proceedings and lawsuits. Mayor Reinert explained that when all items previously mentioned are completed, the City can avoid such issues in the future. The City Council discussed extending the moratorium until all matters are completed. Mr. Schumacher explained that the fiscal analysis study could be outlined in a more specific form and this outline brought to the Council for review. Mayor Reinert said he did not want to continue the moratorium just for its sake but would rather focus on specific needs. He noted that the needs 11 years ago are not the same today. Mr. Schumacher felt confident that the staff could do the fiscal analysis study and still complete work on new plats and other issues. He said the staff could always come back to the Council if there was an onslaught of new plats. Mayor Reinert asked that the entire process be outlined and a time table attached. Selection of citizen participants was discussed. Mayor Reinert suggested that there be representation from the Planning and Zoning Board, Park Board and the Economic Development Committee. Council Member Bergeson said he felt that the fiscal analysis study and the moratorium are two (2) separate issues. He felt whether the study was started or completed on time was not necessarily a reason to have a moratorium. Council Member Bergeson also said he would like to see some money set aside in the 1993 Budget to be used to complete the study if necessary. Mayor Reinert asked that the study outline be completed to get some idea how much money would be needed. Council Member Bergeson said he felt that six (6) months was not very much time to complete the fiscal analysis study and asked that the Council be updated at every Wednesday afternoon Council work session. Council Member Elliott moved to start the project of completing a fiscal analysis plan for the City of Lino Lakes that will provide a flexible guideline for development and the specific framework for the plan will be brought to the City Council at the July 27, PAGE 4 97
