1 <br />1 <br />1 <br />SPECIAL COUNCIL MEETING JULY 6, 1992 <br />explained that with the help of the City Attorney, a single check <br />list of items is listed on one (1) sheet so that the <br />contractor /developer has a better idea of how much money is <br />needed to complete the agreement. Mr. Schumacher said that the <br />developers agreement and the development checklist help avoid <br />confusion. <br />It was noted that a surface water management document is still <br />needed. This should be completed before the end of the year. <br />Mayor Reinert noted that this is a busy period for the City. He <br />also noted that things do not always go well and mentioned the <br />Centerville /Lino Lakes consolidation matter, the annexation <br />proceedings and lawsuits. Mayor Reinert explained that when all <br />items previously mentioned are completed, the City can avoid such <br />issues in the future. <br />The City Council discussed extending the moratorium until all <br />matters are completed. Mr. Schumacher explained that the fiscal <br />analysis study could be outlined in a more specific form and this <br />outline brought to the Council for review. Mayor Reinert said he <br />did not want to continue the moratorium just for its sake but <br />would rather focus on specific needs. He noted that the needs 11 <br />years ago are not the same today. Mr. Schumacher felt confident <br />that the staff could do the fiscal analysis study and still <br />complete work on new plats and other issues. He said the staff <br />could always come back to the Council if there was an onslaught <br />of new plats. Mayor Reinert asked that the entire process be <br />outlined and a time table attached. <br />Selection of citizen participants was discussed. Mayor Reinert <br />suggested that there be representation from the Planning and <br />Zoning Board, Park Board and the Economic Development Committee. <br />Council Member Bergeson said he felt that the fiscal analysis <br />study and the moratorium are two (2) separate issues. He felt <br />whether the study was started or completed on time was not <br />necessarily a reason to have a moratorium. Council Member <br />Bergeson also said he would like to see some money set aside in <br />the 1993 Budget to be used to complete the study if necessary. <br />Mayor Reinert asked that the study outline be completed to get <br />some idea how much money would be needed. Council Member <br />Bergeson said he felt that six (6) months was not very much time <br />to complete the fiscal analysis study and asked that the Council <br />be updated at every Wednesday afternoon Council work session. <br />Council Member Elliott moved to start the project of completing a <br />fiscal analysis plan for the City of Lino Lakes that will provide <br />a flexible guideline for development and the specific framework <br />for the plan will be brought to the City Council at the July 27, <br />PAGE 4 <br />97 <br />
