He felt that the study is a good <br />idea and in effect this will give the City back to the people. <br />Council Member Bergeson asked that the staff be careful that <br />citizen input does not come to early. Mayor Reinert agreed and <br />said that once direction starts to develop, then citizen input is <br />needed. <br />Mayor Reinert asked about the development checklist developed by <br />Mr. Schneider. Mr. Schneider explained that this is a four (4) <br />or five (5) page document with about 75 to 100 steps to be <br />completed by the developer and staff. This document is now in <br />place and being used. <br />Mayor Reinert asked about the status of the Comprehensive Plan. <br />Mr. Schumacher noted that the public hearings on the amendments <br />will be held July 13, 1992. All adjustments should be adopted at <br />that time. <br />It was noted that the lot inventory list was in place. <br />Mr. Schneider explained that the "in fill" policy will be brought <br />to the July 8, 1992 Council work session. He outlined the policy <br />and noted that utilities cannot be extended beyond the current <br />MUSA boundary lines. He also noted that proposed development <br />within the MUSA boundary lines must be able to support that <br />portion of the utility system. <br />The Comprehensive Plan Amendments were discussed. Mr. Schneider <br />explained that a new zoning map will be brought to the City <br />Council for approval. This map will incorporate the new <br />Amendments. <br />Mr. Schumacher noted that the municipal facilities study was <br />completed. Fire Station No. 2 was listed as a priority in the <br />Study. The fire station is now complete. He explained that <br />development will greatly impact municipal facilities. Mr. <br />Schumacher noted that these facilities are very costly. <br />Mr. Schneider explained that the Sewer and Water Comprehensive <br />Plan is complete. He displayed a map which sets out boundaries <br />and limits of service for 30 years or more. He noted that the <br />trunk water system and the new elevated water storage facilities <br />are the result of this study and are also an attempt to put <br />capacity in reserve. Mr. Schneider explained that eventually <br />this City will require three (3) elevated water storage <br />facilities. <br />Mr. Schneider addressed developers agreements and noted these <br />agreements contain 24 items of financial guarantees.
