1 <br />1 <br />1 <br />COUNCIL WORK SESSION <br />CITY OF LINO LAKES <br />COUNCIL MINUTES <br />JULY 8, 1992 <br />Staff members present: City Engineer, Darrell Schneider; City <br />Administrator, Randy Schumacher; Public Works Director, Don Volk <br />and Clerk- Treasurer Marilyn Anderson. <br />Marlin Hanson /Bob Adamson, Foot Bridge, Otter Lake Channel <br />Mr. Hanson and Mr. Adamson appeared before the City Council in <br />response to a letter written to Mr. Adamson from Mr. Schumacher <br />regarding an illegally constructed foot bridge. Mr. Adamson <br />explain that he had assisted in the construction of Mr. Hanson's <br />bridge on Mr. Hanson's property near the area where the permanent <br />bridge will be constructed for Oak Brook Peninsula. Mr. Hanson <br />and Mr. Adamson admitted that the foot bridge was constructed <br />without notifying any government agency including the City of <br />Lino Lakes, the DNR and the Rice Creek Watershed District. The <br />DNR has notified Mr. Hanson that he violated the rules and <br />regulations of the DNR. Mr. Hanson has appeared in court and has <br />paid a fine and also must request an amendment to Mr. Adamson's <br />DNR permit. Mr. Adamson and Mr. Hanson also admitted that they <br />should have notified the City prior to the construction of the <br />foot bridge. <br />Mr. Adamson told the City Council that he felt the City was <br />imposing unduly strict standards on him and he also felt he was <br />being harassed. He asked that he be treated like all other <br />developers in the City. Mr. Adamson asked that a letter be <br />written to him specifically outlining the terms of what is wanted <br />from him regarding violations of City rules and regulations. <br />VFW Letter of Support - Mr. Schumacher explained that the VFW has <br />accumulated a large amount of money from charitable gambling in a <br />fund and are proposing to use this money to construct an addition <br />to the VFW Club.
