1 <br />1 <br />COUNCIL MEETING AUGUST 24, 1992 <br />Regarding Appointing District Managers -A letter has been received <br />indicating that Manager Wade Savage' position on the Board is up <br />for re- appointment effective January 1, 1993. Appointments are <br />made at large, however, the theory is to appoint two (2) managers <br />from Anoka County, two (2) from Ramsey County and one (1) from <br />Washington County. District managers should, be distributed <br />proportionately throughout the district. <br />It was also noted that a letter had been received from the RCWD <br />notifying the City of a public hearing regarding the Locke Lake <br />improvement project. It is proposed to increase the depth of the <br />lake by four (4) feet and levy $758,000.00 over the entire RCWD. <br />Questions raised about the proposed project include: 1) why such a <br />large ad valorem levy and such a small assessment to the property <br />owners; 2) why should the project be done on Locke Lake and not <br />another lake in the RCWD; 3) why select only one (1) lake; and what <br />is RCWD doing with upland treatment to prevent this from happening <br />again? <br />Mayor Reinert asked that a staff member attend the September 9, <br />1992 public hearing. <br />Awarding Bids for Wear Coarse Projects - Mr. Schneider explained <br />that the wear coarse project was divided into two (2) projects. <br />The first project involves the subdivisions of Reshanau Lake <br />Estates South, Second Addition and Third Addition, Woodridge <br />Estates and Rohavic Oaks, Second Addition. The low bid was <br />submitted by Valley Paving, Inc. in the amount of $725,000.00. <br />Council Member Elliott moved to approve the low bid from Valley <br />Paving, Inc. Council Member Kuether seconded the motion. Motion <br />carried unanimously. <br />The second project involves Wenzel Farms and Sunnygate, Third and <br />Fourth Additions in the amount of $32,725.00. Valley Paving, Inc. <br />was again low bidder. Council Member Kuether moved to approve the <br />low bid from Valley Paving, Inc. Council Member Elliott seconded <br />the motion. Motion carried unanimously. <br />Employee Credit Union - Council Member Neal suggested that the City <br />research the possibility of providing a credit union for City <br />employees. He asked the City Administrator meet with the Circle <br />Pines Federal Credit Union manager and with City employees to <br />determine if there is interest. <br />Mr. Schumacher will provide a list of interests and /or option <br />provided by a credit union and bring the information back to the <br />City Council. <br />Police Report - Mayor Reinert noted that the 1991 Police Report <br />PAGE 12 <br />211 <br />
