1 <br />1 <br />COUNCIL MEETING AUGUST 24, 1992 <br />plan was considered at the August 8th Planning and Zoning Board <br />meeting and was approved subject to the provisions outlined in the <br />August 19, 1992 "green sheet" from Northwest Associated <br />Consultants. <br />Mr. Brixius explained that the plan is consistent with the official <br />City Comprehensive Plan, and the proposed use is or will be <br />compatible with present and future land uses of the area, conforms <br />with all performance standards for Lino Lakes, can be accommodated <br />with existing public services and will not overburden the City's <br />service capacity. The traffic generated by the proposed use is <br />within capabilities of streets serving the property. <br />Council Member Neal asked when these units would be completed. Mr. <br />Robert Derek of Homestead Cottages said pin pointing a specific <br />date is complicated because of the many agencies involved. <br />Council Member Kuether noted that the streets would be substandard <br />private streets. She asked what assurances would the City have <br />that the units would not be sold and then the City would be stuck <br />with the maintenance of substandard streets. <br />Mr. Brixius explained that this project is being considered <br />differently than a normal subdivision. All structures and <br />infrastructures are under the ownership of one (1) entity. The <br />subdivision will not house families with multiple numbers of <br />vehicles. Less traffic will be generated than a normal subdivision <br />and less parking spaces will be required. <br />Council Member Bergeson said that there has been no proposal <br />regarding TIF. Mr. Brixius explained that the presentation tonight <br />only involves the rezoning of the property and the development <br />concept. The TIF presentation will be considered at the September <br />28, 1992 public hearing. <br />Mr. Roger Derek, Homestead Cottages explained that he has had many <br />meetings with the staff, the Planning and Zoning Board and the Park <br />Board. He noted that Lino Lakes City Code does not contain <br />standards for private streets. The proposal for this senior <br />project includes private streets that are wider than in most senior <br />subdivisions that he has previously planned. There will be no <br />problem with cars passing each other in the winter and there will <br />be a special plan for snow storage. <br />Mr. Derek explained that the TIF plan is proceeding and he is <br />working with the Anoka County Assessor and the City consultants on <br />this matter. In an appearance before the Park Board Mr. Derek <br />asked that park dedication be waived. The Park Board asked that <br />this matter be directly negotiation with the City Council. <br />PAGE 6 <br />205 <br />
