18 <br />CITY COUNCIL COMMUNICATION SESSION FEBRUARY 6, 1993 <br />Charter also reflects this message. <br />Mr. Roger Jensen, Economic Development Committee explained that <br />in his work with the Anoka County Economic Development <br />Partnership he has heard that Lino Lakes is located about half <br />way to Brainard. He is now telling business people that Lino <br />Lakes has the same southern boundary as Coon Rapids and Blaine. <br />Mr. Jensen noted that time is catching up to Lino Lakes and there <br />is tremendous potential for economic growth. He explained that <br />now is the time to plan for this growth. <br />Mr. Wessel explained that the Economic Development Committee will <br />be developing a comprehensive commercial development plan and a <br />strategy for implementing this plan. Particular commercial <br />development will be targeted and advertising sent to these <br />persons. Council Member Bergeson explained that the Growth <br />Studies Plan will be an important tool to determine what <br />financial impact a particular development will have on the <br />community. <br />Mr. Robinson, Planning and Zoning Board member explained that the <br />Planning and Zoning Board is working well together. They have <br />reviewed many projects and have passed each on to the City <br />Council with recommendations and sometimes with stipulations. <br />Mr. Robinson noted that there does not seem to be a follow up <br />with some of the projects to be sure that all stipulations have <br />been completed. He asked if this was a staffing problem. Mayor <br />Reinert asked that when a member of the Planning and Zoning Board <br />sees something that has not been completed, to notify the staff. <br />Mr. Smith noted that even when the City Council is made aware of <br />a concern, no action is taken. Mayor Reinert explained that the <br />City Council is putting procedures in place to be more <br />accountable. <br />Reference was made to the proposed boat launch area at the north <br />end of Reshanau Lake. Mayor Reinert explained the background and <br />noted that there cannot be a boat launch in this area. Mr. <br />Schumacher explained that the problem does not lie with the <br />developers alone but also with the builders and sales persons. <br />There was a discussion regarding how situations such as this can <br />be avoided. Mayor Reinert noted the need for additional staff in <br />the area of inspections and this will be dealt with during the <br />next budget session. <br />Mr. Gelbmann suggested that there be closer coordination between <br />the various boards and commissions. He felt it would be useful <br />for the Planning and Zoning Board to be aware of the goals of the <br />Economic Development Committee. Mrs. Nordine suggested that <br />there be at least annual meetings to look at goals/objectives of <br />PAGE 12 <br />
