20 <br />CITY COUNCIL COMMUNICATION SESSION FEBRUARY 6, 1993 <br />to time. <br />Mrs. Liljedahl explained that the City Charter is for the City. <br />However, it was not implemented to make anybody's job easier. <br />The purpose is to protect the citizens. Mrs. Liljedahl expressed <br />surprise about the negative comments about the Charter. She said <br />that the Charter needs to be supported. Mr. Smith felt that <br />there should be room to protect the citizens but also to provide <br />for future development. Mayor Reinert said that he did not see <br />that anyone on the City Council feels that the City Charter <br />should be voted out, however, one (1) section needs to be <br />updated. <br />Mr. Smith said as a resident he has seen the City Charter work <br />however, he has also seen the other side of the matter as it <br />relates to economic development within the City. He noted that <br />the City Charter can help you and it can hurt you. <br />Mayor Reinert asked if another meeting such as this should be <br />held. The general consensus was yes. He asked that all those <br />attending today share their experiences this morning with those <br />who could not be here. <br />Mayor Reinert thanked everyone for coming and adjourned the <br />meeting at 11:55 A.M. <br />These minutes were considered, corrected and approved at a <br />regular City Council meeting held on February 22, 1993. <br />Ma lyn .
