1 <br />1 <br />1 <br />CITY COUNCIL COMMUNICATION SESSION FEBRUARY 6, 1993 <br />and may make the project less feasible. <br />C. Comprehensive Land Use Plan Update <br />The Comprehensive Land Use Plan has not been updated for five (5) <br />years. Several amendments have been approved but have not been <br />included in the completed document. The Park Board completed a <br />comprehensive park plan update in 1992. This would become part <br />of the document. <br />The 1993 General Fund Budget does not include any money for <br />updating the Comprehensive Land Use Plan. However, a procedure <br />can be drafted and if there appears to be available dollars later <br />in the year, the update could start at that time. <br />D. Municipal Golf Course <br />Mr. Glenn Rehbein is proposing to build a nine (9) hole golf <br />course and driving range on property he owns south of I35W and <br />east of St. Joseph Catholic Church. He has offered the option to <br />the City of making this a municipal golf course either in a joint <br />venture or something else to be agreed upon at a later date. He <br />will be submitting a proposal within the next three (3) to six <br />(6) months for City Council review. Currently staff is <br />researching what other municipalities have done in this area and <br />what impact would result. <br />E. Expanded Use of Cable <br />Mr. Tesch explained that all public meetings have been cable cast <br />for several years. He noted that the cable casting equipment is <br />supplied to the City, however the City must hire a person to <br />operate the equipment. The City has a character generator and <br />can put messages over cable T V. The goal is to get more out of <br />the government access channel such as more programming. Everyone <br />has the ability to prepare a program. In addition there are <br />classes conducted in Fridley on how to prepare and broadcast <br />programs. <br />The camera equipment will be upgraded to include three (3) <br />cameras. Mr. Tesch explained that anyone with a taped program of <br />general interest to the community can have their tape cable <br />casted on Channel 16. <br />F. Implementation of Economic Development Strategic Plan and <br />Marketing <br />Mr. Wessel explained that the Economic Development Authority <br />Committee was established in April, 1992.
