10 <br />CITY COUNCIL COMMUNICATION SESSION FEBRUARY 6, 1993 <br />12 times and has developed a strategic plan. The plan will be <br />implemented in 1993. The goal is to minimize residential <br />property taxes by implementation of commercial/industrial <br />development without impacting natural amenities. Mr. Wessel <br />noted that the City did purchase the former Lino Industrial Park <br />and is in the process of improving the area with the installation <br />of utilities and the construction of Apollo Drive. <br />G. Solid Waste Advisory Board Update <br />Mr. Volk explained that several mandates have come from the state <br />in the area of solid waste abatement. A committee was formed to <br />study the mandates and recommend how they could best be enacted. <br />The first mandate was implemented with the adoption of an <br />ordinance requiring all residents to have refuse collection. The <br />committee is now studying the collection process and will be <br />recommending an ordinance requiring that all refuse haulers be <br />licensed. The ordinance would limit licensed refuse haulers to <br />five (5). This should help reduce the wear and tear on City <br />streets and provide for an orderly procedure of refuse pickup. <br />H. Pavement Management System <br />Mr. Volk outlined the Pavement Management System. Data is <br />collected on each City street and placed in a computer. A report <br />is generated showing the life cycle curve of a street. The <br />purpose is to evaluate each street so that citizens get the most <br />street for the dollars spent. Mr. Volk showed an example of a <br />report. <br />Data has been collected for about two (2) years on each City <br />street and it is hoped that the City Council will initiate a <br />capital improvements plan outlining when and how each street <br />should be rebuilt and how the improvement would be financed. Mr. <br />Volk gave everyone a handout which shows how roads deteriorate. <br />Council Member Kuether asked if overlaying a street will make the <br />street last the same amount of time as the improvement plan. Mr. <br />Volk explained that an overlayed street is a little weaker but <br />sometimes can be cost effective. <br />I. Street Lighting - Storm Water Utility <br />Mr. Volk explained that street lighting and storm water utility <br />systems are not new. The idea is to establish a utility system <br />for street lights and storm sewers similar to the sewer and water <br />utility. A bill would be prepared each quarter and sent to each <br />home in each subdivision. Receipts from this fund would help <br />alleviate the drain on the tax dollar.
