1 <br />1 <br />1 <br />COUNCIL MEETING FEBRUARY 22, 1993 <br />these minutes. <br />Council Member Elliott moved to appoint Mr. George Lindy and Mr. <br />Ken Johnson to another three (3) year term, appoint Mr. Joe <br />Schmidt to a three (3) year term and appoint Mr. Bob Williams to <br />complete the unexpired term of one (1) year. Council Member Neal <br />seconded the motion. Motion carried unanimously. <br />Legal Newspaper - Council Member Neal moved to appoint the <br />Circulating Pines and the Quad Press as legal newspaper for 1993. <br />Council Member Elliott seconded the motion. Council Member Neal <br />explained that his reason for appointing two (2) legal newspapers <br />was that there had been a problem concerning some inaccuracies in <br />the Quad Press. <br />Council Member Kuether noted that if two (2) legal newspapers <br />were appointed, this would double the legal publishing expense. <br />Council Member Elliott said she favored appointment of both <br />newspaper because the circulation in each is more regional and <br />she would also feel better with the accuracy. <br />Council Member Bergeson felt the appointment should be made on <br />the basis of circulation and not the basis of news coverage. He <br />noted that we are talking about the accuracy of legal notices and <br />there has not been a problem with legal notices. Council Member <br />Bergeson explained that the Quad Press has a wider circulation <br />and he felt the appointment should not be made on the basis of <br />opinions on news items. <br />The circulation of each paper was discussed. It was noted that <br />the Quad Press reaches most of the residents in Lino Lakes at no <br />cost to the resident. The cost of legal publications was <br />discussed. Mr. Schumacher explained that costs vary depending on <br />the activity of the City Council. He noted that currently, legal <br />publishing costs run approximately $3,000.00 and this includes <br />the cost of publishing some items in both newspapers. <br />Mayor Reinert explained that he and Mr. Schumacher have met with <br />the editor of the Quad Press and outlined their concerns. He <br />noted that the staff at the Quad Press is undergoing some re- <br />organization. Mr. Johnson, Editor of the Quad Press explained <br />that the City Council will not always approve of everything that <br />is printed because of the publics right to know circumstances. <br />He noted that the publishing staff always welcome comments. <br />Council Member Kuether said she felt that circulation was <br />important and noted that there will be times when homes are <br />missed.
