46 <br />COUNCIL MEETING FEBRUARY 22, 1993 <br />ENGINEER'S REPORT <br />Consideration of Extension of Utilities on Apollo Drive/60 Day <br />Waiting Period Expired February 14, 1993 - This project involves <br />the extension of sewer and water utilities thgouth the presently <br />owned City Business Park and under Apollo Dirve to Lilac Street <br />at an estimated cost of $460,000.00. A public hearing was held <br />December 14, 1992 and the 60 day waiting period required by the <br />City Charter has now expired. <br />The feasibility report showed a total of eight (8) separate <br />parcel ownerships that would benefit from the project including <br />the City owned Business Park. Petitions have been received from <br />five (5) of the eight (8) owners opposing the assessments to <br />their properties for sewer, water and street costs. Under the <br />City Charter, it would not be possible to assess these properties <br />for the sewer and water proposed by this project. <br />If the City Council decides to proceed, a four-fifths vote would <br />be required because the project would be initiated by the City, <br />not a petition and financing sources other than assessments would <br />have to be identified. This matter was discussed at a recent <br />Economic Development Advisory Board (EDAB) meeting because of its <br />impact on Apollo Drive and the City's Business Park. The EDAB is <br />presently reviewing business development priorities in Lino Lakes <br />and will be considering this project along with other potential <br />projects such as the Lake Drive/Highway 49 area. <br />The staff recommends that the City Council table this matter <br />until March 22, 1993 to give EDAB and City Staff time to prepare <br />a report advising the City Council of possible financing <br />alternatives. <br />Council Member Elliott moved to approve the City Engineer's <br />recommendation. Council Member Bergeson seconded the motion. <br />Motion carried unanimously. <br />Consideration of Preliminary Plat for Wood's of Baldwin Lake - <br />Mr. Clyde Rehbein is requesting approval of a preliminary plat <br />consisting of 16 lots on a 10 acre parcel zoned R -1X located just <br />south of Baldwin Lake. The preliminary plat has been approved by <br />the Planning and Zoning Board and the Park Board. The Park Board <br />has recommended that Lot 1 on the easterly edge of the plat be <br />dedicated as park and that the developer work with the City in <br />grading and accessing the area. The developer has agreed to this <br />plan. The developer has also agreed to revise White Pine Road so <br />that lots three (3) and seven (7) meet the minimum width of 115 <br />feet.
