1 <br />1 <br />1 <br />COUNCIL MEETING FEBRUARY 22, 1993 <br />Ms. Wyland asked that comments from property owners's received by <br />telephone regarding this property be part of this record. The <br />property owners called to say that they favor Lot 1 being <br />dedicated as park but want the park to remain in its natural <br />state. <br />Dale Edlund, 139 Woodridge Lane noted that his lot abuts Lot 1 <br />and asked what natural state means. Ms. Wyland explained that <br />the Park Board has recommended that a small neighborhood park be <br />developed. The plan for this park will be developed with <br />neighborhood input. Mr. Edlund asked how the wetland could be <br />developed for park purposes. He also asked if the developer <br />could take the lot back and build a house on it. Ms. Wyland <br />explained that the Park Board did discuss this matter and decided <br />that the wetlands will have to be delineated and an access permit <br />would be needed from the ACORP for access purposes. Mr. Edlund <br />said he would like to see the area left natural. <br />Council Member Elliott explained that Mr. Asleson, Parks Director <br />has been in contact with the ACORP and there is enough upland <br />available for a mini park. She noted that neighborhood needs and <br />financing have not been addressed. <br />Council Member Elliott explained that the Woodridge area has been <br />working on a park for about a year. A petition has been <br />submitted to City Hall, however, there is no other parcel <br />available at this time and the City cannot force landowners to <br />sell their land. This is the best that can be realized at this <br />time. This unobtrusive park will fit the needs for a short time. <br />Mayor Reinert said he understood the need for a park, however it <br />is difficult to get everything to "fit immediately". This will <br />provide a small play area until something more substantial can be <br />obtained. <br />Mary Johnson, 163 White Pine Road explained that she was part of <br />the group that petitioned for a park. This small lot was not <br />what the group originally wanted. They wanted a small park with <br />a sandbox but nothing intrusive. Mrs. Johnson said she <br />understood that wetlands cannot be filled. <br />Mayor Reinert explained that this dedication would satisfy two <br />needs; a small neighborhood play area would be established and <br />the area would remain natural. <br />Nancy Gehrig, 168 White Pine Drive explained that she moved to <br />the area because Lino Lakes was naturally beautiful and she <br />preferred the area be left understurbed.
