1 <br />1 <br />1 <br />COUNCIL MEETING APRIL 26, 1993 <br />There was discussion regarding the tax status of the facility. <br />Mr. Chase explained that at this time the facility is not tax <br />exempt. The Carpenters Union has approached Anoka County <br />regarding tax exempt status and were told that this facility <br />would not qualify as tax exempt. Council Member Bergeson asked <br />in the event that the site would become tax exempt in the future, <br />would all of the land also become tax exempt. Mr. Hawkins <br />explained that this determination is also under the jurisdiction <br />of Anoka County. <br />Council Member Kuether moved to approve the site plan with the <br />following 16 conditions: <br />1. As required by ordinance, a landscape buffer is provided <br />along 24th Avenue. The said buffer may consist of <br />landscaping, planting, berming or other effective screening. <br />2. Color of proposed building material finishes be specified <br />and approved by the City. <br />3. The off-street parking lot is modified to provide three (3) <br />handicap spaces as required by State Law. <br />4. The site's western parking lot is modified to provide <br />backing space for its "row -end" stalls. <br />5. An access permit to County Road 14 is received from the <br />Anoka County Highway Department. <br />6. Noise levels emitted from the proposed Training Center do <br />not constitute a nuisance as defined by the City Code or <br />exceed applicable PCA standards. <br />7. All trash handling equipment is contained in a closed <br />container. <br />8. The site plan is modified to identify all off-street loading <br />areas. <br />9. The site plan is revised to illustrate all exterior lighting <br />locations. Per the Ordinance, all lighting used to <br />illuminate an off-street parking area must be arranged to <br />reflect light away from adjoining property. <br />10. The applicant submit a signage plan specifying sign height, <br />size, etc. The sign plan will be subject to City approval. <br />11. The applicant agrees not to appeal assessments associated <br />with future public sanitary sewer. <br />PAGE 16 <br />147 <br />
