146 <br />COUNCIL MEETING APRIL 26, 1993 <br />Extension of Conditional Use Permit, Fina Station - Ms. Wyland <br />explained that a Conditional Use Permit (CUP) was approved for <br />the FinaMark at 7509 Lake Drive on May 11, 1992 to allow for <br />reconstruction of the facility. Since that time, Fina has <br />experienced some cash flow problems and will not be able to <br />initiate construction this season. They have requested a one (1) <br />year extension of time and anticipate construction in the spring <br />of 1994. <br />The Building Inspector and the Fire Marshall have inspected the <br />site and havereportedthat one (1) item of concern was noted and <br />promptly corrected. <br />Council Member Kuether moved to extend the CUP for one (1) year. <br />Council Member Neal seconded the motion. Motion carried <br />unanimously. <br />Site Plan Review, Laborer's Education & Training Center, Main <br />Street and 24th Avenue) - Mr. Kirmis explained that the <br />Construction and General Laborers Education and Training Fund of <br />Minnesota and North Dakota has requested a site plan review to <br />allow the construction of a 21,850 square foot education/training <br />center at Main Street (County Road 14) and 24th Avenue. <br />The Planning and Zoning Board reviewed the request and has <br />recommended approval with 16 conditions. The site consists of 20 <br />acres and includes an older home that will be leased to the <br />present owner in trust. The home will be removed when the <br />occupant no longer resides in it. <br />Mr. Runyan, the architect for the project explained that this is <br />a very unique facility. There are no similar facilities in this <br />state. He outlined the various areas of the building. He also <br />noted that the building could be used by OSHA and other such <br />organizations. Mr. Runyan said that he has no problem with any <br />of the conditions and the site meets the requirements of all the <br />City ordinances.
