1 <br />1 <br />1 <br />COUNCIL MEETING APRIL 26, 1993 <br />An additional item is that of accessory uses. The City's <br />existing accessory use regulations provide a level of uncertainty <br />as to what types of accessory uses are expressly permitted within <br />the PSP zoning district. <br />Mr. Kirmis explained that this draft ordinance was prompted by <br />the desire to define private parks. He also noted that if this <br />draft ordinance is adopted, a private single family lot could be <br />construed to be a private park. However, the issue will be to <br />deal with the primary use of the lot. The major implication of <br />the ordinance is that all public use of property must be rezoned <br />to Public and Semi -Public designations. Mr. Kirmis explained <br />that if the City Council felt that there was a problem with any <br />portion of the draft ordinance it could be tabled for further <br />definition. <br />Council Member Kuether moved to delay action on Ordinance No. <br />93 - 04 until after mediation is completed to show good faith. <br />Council Member Elliott seconded the motion. Motion carried <br />unanimously. <br />Mayor Reinert asked Mr. Hawkins if this action has any effect on <br />the Reshanau Park Estates matter? Mr. Hawkins said it is his <br />opinion that neither the adoption or lack of action on the <br />ordinance has any effect on that particular matter. <br />PARK BOARD REPORT <br />Consideration of a Request for "Start Up" Funding for Friends of <br />Lino Lakes Parks Foundation - Park Board Member Jacquelyn Farm <br />has initiated the establishment of a non-profit organization <br />called Friends of the Lino Lakes Parks Foundation. This <br />foundation is a 509A3 Corporation and falls into the <br />classification of a Support Organization. Ms. Farm has secured <br />funding for the legal work through her husband's firm, Olsen, <br />Thielen and Company, LTD. <br />This request is for funding for publication of a promotional <br />brochure to be sent to the residents of the City, a filing fee <br />for the foundation and miscellaneous expenses such as postage. <br />The funding request is as follows: <br />1. Filing fee - $150.00 <br />2. Brochure (set up and printing) - $400.00 <br />3. Miscellaneous Expenses (postage, etc.) - $200.00 <br />Mr. Schumacher suggested that there is money in the 1993 Budget <br />under City Promotion and a portion could be used for this <br />project.
