1 <br />1 <br />1 <br />COUNCIL MEETING MAY 24, 1993 <br />that this matter be delayed to later in the meeting. <br />Conditional Use Permit, Correctional Facility, 7525 - 4th <br />Avenue - Ms. Wyland explained that the Correctional Facility is <br />requesting permission to construct a 40 foot by 60 foot pole <br />building on the northwest quarter of the site for storage <br />purposes. The property is zoned Public/Semi-Public and houses a <br />State Correctional Facility. The proposed construction is <br />planned for an area that is well screened from view by a large <br />stand of evergreen trees and near the center of the 160 acre <br />site. Photographs have been taken of the site showing its <br />secluded location for Council review. <br />City Code permits pole barn construction with sheet metal <br />exteriors in all commercial, industrial and public and semi- <br />public zoning districts as a conditional use provided that the <br />new pole building is an accessory structure used for storage of <br />boats, lumber and other building supplies and buses. Ms. Wyland <br />also read Section 5, Subd. 4 (ii) regarding buildings in these <br />districts. <br />The structure proposed is pole building construction and will <br />have a colored sheet metal exterior, a galvanized roof, and a <br />dirt floor. A building permit will be required and the occupancy <br />will be considered as a pole building. <br />Staff initially recommended denial of the request with the <br />recommendation that construction be wood frame. Discussion at <br />the Planning and Zoning Board centered around the fact that <br />lumber and other building materials will be stored in the <br />structure, the facility is tax exempt for tax revenue purposes, <br />screening surrounds the structure, it will be located at least <br />1,000 feet from any property lines, the building is for public <br />use and other structures on the property are of similar <br />construction. For these reasons, staff concurred with the <br />Planning and Zoning Board in recommending approval of the <br />request. <br />Council Member Kuether moved to approve the Conditional Use <br />Permit for pole building construction for the Correctional <br />Facility with the following conditions: <br />A. Proper building permits be obtained prior to construction, <br />and <br />B. Screening be maintained to obstruct the view of the <br />structure from any public right-of-way, and <br />C. Colored side walls blend with existing buildings on the <br />PAGE 6 <br />187 <br />
