2 <br />0 <br />COUNCIL MEETING JUNE 14, 1993 <br />DISBURSEMENTS: <br />May 28, 1993 Approved <br />June 14, 1993 Approved <br />Centennial Fire Department Approved <br />REGULAR AGENDA <br />OPEN MIRE <br />Ron Palmen, Little Canada, Property Access - Mr. Palmen explained <br />that he purchased property five (5) years ago fronting on Otter <br />Lake Road. He has attempted to get permits for a driveway but <br />has been denied a permit to Otter Lake Road by the DNR and has <br />been unsuccessful in completing an agreement to use the easement <br />dedicated for street and drainage purposes. Mr. Palmen explained <br />that he had been working with the former City Planner and most <br />recently with the City Engineer. He described his property and <br />the easement which cuts his property into two (2) portions. <br />Mr. Palmen referred to a house that was constructed to the east <br />of his property (Darla Lowell) which uses the easement for a <br />driveway access. He also noted that a land division has occurred <br />and another house is now under construction using the same <br />access. He told the City Council that he would like to use this <br />same easement as access to his property. If this is not possible <br />he asked that the City assist him in working with the DNR so that <br />he can get access from Otter Lake Road. Mr. Palmen told the City <br />Council that he felt that a double standard was being used in his <br />case since other persons were allowed to use the street easement <br />without upgrading the easement to a particular standard. <br />Mayor Reinert told Mr. Palmen that he would direct staff to <br />research the matter regarding the Darla Lowell property to <br />determine if what is occurring at this time is in compliance with <br />stipulations placed on that property. He also asked the staff to <br />research Mr. Palmen's alternatives to establish an access to his <br />property for the purpose of building one (1) home. <br />ENGINEER'S REPORT <br />Mr. Schneider did not have a report. <br />PLANNING AND ZONING REPORT <br />SECOND READING, Ordinance No. 93 - 08, Planned Unit Development <br />(PUD) Base Zoning Designation - Mr. Schneider explained that this <br />ordinance was developed because a resident on 4th Avenue wanted <br />to use a portion of his residential property for commercial <br />PAGE 2 <br />
