106 <br />COUNCIL MEETING SEPTEMBER 13, 1993 <br />Zoning Board and the Economic Development Authority Advisory <br />Board (EDAAB) prior to coming before the City Council. It is <br />felt that this project is at the "gateway" to the Apollo Business <br />Park and is critically visible from the freeway. Therefore, the <br />upgrading of the building is a significant and precedent setting <br />step forward in upgrading the image of the Apollo Business Park. <br />Mr. Wessel noted that Mr. Jungman has been very responsive to the <br />concerns of the EDAAB and the Planning and Zoning Board and <br />recommended approval of the site plan subject to eight (8) <br />conditions outlined in a memorandum from City Planner, Al Brixius <br />dated September 2, 1993. He noted that all eight (8) conditions <br />have been met or accepted. <br />Council Member Kuether asked Mr. Wessel for the property tax <br />projections requested at the last City Council work session. Mr. <br />Wessel explained that this information was not available yet. He <br />noted that the information will be available on September 2, 1993 <br />when he comes before the City Council to ask for approval of the <br />development agreement. <br />Council Member Bergeson asked about a request for Tax Increment <br />Financing (TIF) assistance. Mr. Schumacher explained that the <br />proposal is to give Accu -Tool a grant upon the completion of the <br />project and upon granting a certificate of occupancy. A <br />development agreement will be prepared outlining all the <br />requirements of the project as well as the grant agreement. <br />Council Member Bergeson moved to approve the site and building <br />plan for Accu -Tool, Inc. subject to the following conditions: <br />1. All off-street loading areas be specifically identified upon <br />the submitted site plan. <br />2. Circulation conflicts relating to the facility's eastern <br />(rear) loading berth are resolved. In no case should <br />loading activities prohibit access to required off-street <br />parking stalls. <br />3. The designated handicap parking stall is relocated westward <br />to lie adjacent to the facilities entrance. <br />4. No off-street parking occur between the facility's southern <br />loading berths. <br />5. All trash handling equipment is contained in a closed <br />container and screened from view of adjacent properties and <br />public rights-of-way. <br />6.
