COUNCIL MEETING <br />Lakes. <br />OCTOBER 11, 1993 <br />Council Member Kuether felt that Lino Lakes should be compared to <br />cities at the same stage of development. She noted that the <br />employees at Lino Lakes work harder because of all of the <br />development and should not be compared to cities that are fully <br />developed. <br />Council Member Kuether moved to approve the Ways and Means <br />Committee recommendation for the Clerk -Treasurer as submitted. <br />Council Member Bergeson seconded the motion. Motion carried <br />unanimously. <br />Recommendation on Accountant III Salary Increase for 1993 - Mr. <br />Schumacher explained that the Accountant III is also not <br />represented by a labor organization and has not had a 1993 salary <br />adjustment. At their September 29th meeting, the Ways and Means <br />Committee discussed the review and corresponding salary <br />adjustment for this position. The Committee considered salary <br />survey information submitted by the Accountant III and reviewed <br />the position. <br />Based on the information, the Ways and Means Committee <br />recommended a 3% adjustment for 1992, a 3% adjustment for 1993 <br />and a 9% adjustment for additional responsibilities, finance <br />department reorganizations, and external market considerations. <br />Mr. Schumacher noted that the Accounting Department is now down <br />to two (2) persons. There will be a delay in hiring a <br />replacement for the Accounts Payable Clerk until the new <br />accounting software is completely installed and it is determined <br />exactly what type of replacement will be needed. <br />Council Member Bergeson noted that as in the case of the Clerk - <br />Treasurer, the adjustments have been for cost of living and <br />changes in responsibilities. There were no merit raise <br />considerations. <br />Council Member Kuether moved to adopt the recommendation of the <br />Ways and Means Committee for the Accountant III position <br />Council Member Neal seconded the motion. Motion carried <br />unanimously. <br />ATTORNEY'S REPORT <br />William Boop vs. the City of Lino Lakes - Mr. Hawkins presented a <br />brief background on this litigation. Mr. Boop is contending that <br />the City is negligent in enforcing the City ordinances regarding <br />a septic system failure on the neighbors property.
