1 <br />1 <br />1 <br />18) <br />COUNCIL MEETING OCTOBER 11, 1993 <br />and approve the plan. During that time, ordinances and ordinance <br />revisions will be completed. The entire process should be <br />completed by the end of February, 1994. <br />Council Member Bergeson asked if water quality would be part of <br />the completed Plan. Mr. Keehn said no, originally the intention <br />was to form a citizens committee to do a water quality plan. <br />This has been temporarily set aside and is not needed to get <br />approval for the Surface Water Management Plan from the Watershed <br />Districts. Mr. Schneider explained that he plans to form the <br />citizen committee to develop a plan for managing the ponds within <br />the City. He noted that this plan was intended to be developed <br />parallel with the Surface Water Management Plan, however, his <br />department has been too busy. Mr. Schneider said the citizen <br />committee would be an on-going committee and will consider all <br />new projects as they occur. He also noted that the cost for this <br />portion of the Plan is included in the total figure previously <br />quoted to the City Council. <br />Council Member Bergeson noted that the funding for the Surface <br />Water Management Plan will be coming from the Surface Water <br />Management Fund. He noted that developers are required to <br />contribute to this fund and asked how will the fund continue <br />after the City if fully developed. Mr. Schneider explained that <br />the City should be looking at funding surface water concerns on a <br />broader basis such as ad valorem taxes. He noted that water <br />problems will be an on-going concern. Mr. Keehn noted that the <br />Surface Water Management Plan does contain a section on funding <br />and lists alternative sources of funding. <br />Council Member Kuether moved to enter a contract with SEH to <br />complete the Surface Water Management Plan as proposed in the <br />amount of $44,300.00. Council Member Elliott seconded the <br />motion. Motion carried unanimously. <br />PUBLIC HEARING, CONSIDERATION OF ADOPTING ASSESSMENT ROLLS FOR <br />IMPROVEMENTS <br />Mayor Reinert opened the public hearing at 7:40 P.M. Mr. <br />Schneider explained that Mr. Powell and Mr. Heth will use the <br />overhead projector and outline each assessment project <br />individually. <br />Apollo Meadows Mr. Powell explained that the subdivision <br />consists of 42 lots and is located on the north side of I35W and <br />the east side of Sunset Road. Apollo Drive is on the north <br />boundary of the subdivision. This is a developer financed <br />improvement, therefore, all construction related costs were paid <br />directly by the developer.
