1 <br />1 <br />SPECIAL COUNCIL MEETING OCTOBER 14, 1993 <br />WITH THE HUGO CITY COUNCIL <br />Mayor Reinert asked if the City of Hugo was happy with the police <br />protection. It was noted that there is not enough patrol and <br />that the costs are escalating. There is additional backup if it <br />is needed. <br />Council Member Barnes noted that the fire protection facilities <br />in the City of Hugo need upgrading as well as the city hall. She <br />noted that the next step appeared to be where to locate these <br />facilities. If a fire station is located near to the Lino Lakes <br />boundary, this service could be shared. <br />Council Member Elliott said that she liked the idea that both <br />city councils get together every few months to share common <br />interests. <br />Council Member Barnes asked if Lino Lakes had many gravel roads. <br />It was explained that there were very few and the City is trying <br />to prioritized them so that a program for upgrading them can <br />begin. Mr. Schumacher explained that when developers build a <br />city street, the developer is required to escrow funds for the <br />first seal coating of that street. He noted that this <br />requirement does help the budget. <br />Council Member Barnes asked about the city park system. Council <br />Member Elliott explained that developers are required to give the <br />city land or a cash donation based on a formula developed by the <br />Park Board. This has provided limited funding for the <br />development of new parks and the upgrading of equipment for older <br />parks. The Friends of the Parks Foundation recently incorporated <br />and will be assisting in park improvements. The Park Board has <br />prepared an extensive comprehensive park plan in which all park <br />needs are outlined from mini parks to athletic complexes. The <br />Park Board is also considering a referendum to upgrade older <br />parks and acquire lands for a recreational complex. <br />Mayor Reinert noted that the City of Lino Lakes is working with <br />Anoka County to complete a GIS plan. A significant investment is <br />being made in computer hardware and software. Mr. Schneider <br />explained the program and its significance to the City. <br />Council Member Miron felt this had been a beneficial meeting and <br />hoped another would soon follow. Mr. Schumacher and Mr. Museus <br />will meet to prepare a grant proposal and create a master plan. <br />Another meeting was planned for after the first of the year. <br />The meeting ended at 8:55 P.M. <br />PAGE 5 <br />
