SPECIAL COUNCIL MEETING <br />WITH THE HUGO CITY COUNCIL <br />OCTOBER 14, 1993 <br />Mr. Schneider updated the Hugo City Council on the progress of <br />construction for the Construction Labors Union building on Main <br />Street and Elmcrest Avenue. <br />Elmcrest Avenue (24th Avenue) - Mr. Schumacher noted that this <br />street has been a maintenance problem for both Lino Lakes and <br />Hugo for many years. He gave a brief background of recent action <br />in this area. Plans and specifications were completed to upgrade <br />the street and Anoka County and Washington County were asked to <br />participate in the project. Both counties refused. The City of <br />Lino Lakes and the City of Hugo adopted a resolution requesting <br />preparation of a feasibility report and the report was completed <br />by SEH. At this time no hearings on the improvement have been <br />held in Lino Lakes and there are no plans to hold a public <br />hearing. Because of soil conditions, the improvement will be <br />very expensive. <br />Mr. Museus said that it is his understanding that the City of <br />Hugo "stepped back" because of the expense. He suggested that a <br />master plan be prepared for Clearwater Creek and the improvement <br />of Elmcrest Avenue. Mr. Museus explained that at this time the <br />development on this street is not creating a need for further <br />improvement. However, if the intersection at I35E and 80th <br />Street is realized, Elmcrest Avenue will be heavily used. <br />Mr. Schumacher explained that one advantage of waiting to begin <br />this improvement is that the population in the City of Hugo will <br />reach 5,000 and the city will be able to use state aid funding. <br />Mr. Museus explained that the City of Hugo will hit 5,000 <br />population in 1993. The City would have to have an official <br />census taken to be eligible for state aid funding and then a <br />state aid road system would have to be prepared. <br />Shared Services - It was noted that the City of Hugo contracts <br />with Washington County for police protection at a cost of <br />approximately $250,000.00 per year. Four (4) officers are <br />assigned to Hugo and the contract provides for almost 24 hour <br />coverage. It was noted that Lino Lakes has its own police <br />department and the current budget is approximately $700,000.00. <br />Mr. Schumacher explained that Lino Lakes is part of the <br />Centennial Fire District and this is working very well. Council <br />Member Barnes asked how the district operated. It was explained <br />that each municipality has its own fire station and each <br />municipality pays the district an amount based on population and <br />area. It was noted that there will be a need in the future for <br />another station close to the Hugo boundary and that shared <br />services from the station could be a possibility. <br />PAGE 4 <br />1 <br />
