3. <br />J <br />COUNCIL MEETING DECEMBER 13, 1993 <br />assessments have already been filed with Anoka County, title <br />companies sometimes remit an incorrect amount to prepare a <br />particular assessment. The overpayment is returned to the title <br />company. <br />Council Member Elliott moved to approve the disbursements for <br />December 13, 1993 as submitted. Council Member Bergeson seconded <br />the motion. Motion carried unanimously. <br />Council Member Elliott moved to approve the disbursements for <br />November 30, 1993 as presented. Council Member Kuether seconded <br />the motion. Motion carried unanimously. <br />NEW BUSINESS <br />Introduction of Election Recount Policy - Mrs. Anderson explained <br />that on November 22, 1993, the City Council acting as the <br />Election Canvassing Board received the report of the November <br />election recount and approved that report. At that time the <br />Clerk -Treasurer was asked to write a formal policy that would <br />cover all aspects of an election recount, such as persons <br />required to attend the recount and what expenses would be billed <br />to the person requesting a recount. <br />A draft of an Election Recount Policy was presented to the City <br />Council. Mrs. Anderson asked that the City Council review the <br />policy and let her know if there are any questions or suggestions <br />for changes to the draft policy. The draft Policy will be <br />returned to the City Council for approval. <br />Council Member Kuether said she did not see a need for this <br />policy. Mrs. Anderson explained that she was requested to <br />prepare the policy so that when a request for a recount is <br />received, an estimate of the cost can easily be prepared. She <br />explained that if many questions and/or concerns arise tonight, <br />the matter will be placed on a future Council work session <br />agenda. Council Member Kuether asked how many times has there <br />bee a recount in this City. Mrs. Anderson said that this is the <br />first time in 18 years and probably the only time since Lino <br />Lakes became a city. <br />Mayor Reinert explained that Mrs. Anderson prepared a system for <br />the recount that worked well. The system also verified the <br />accuracy of the Accu -Vote equipment. He felt if there is a <br />system that works well, it should become standard policy. <br />Council Member Elliott felt that the policy would be a good <br />legacy for future City Clerks.
