1 <br />1 <br />1 <br />COUNCIL MEETING DECEMBER 13, 1993 <br />for the recount and she was required to have the person <br />requesting the recount to post escrow money to cover expenses, <br />there were no guidelines to help determine what the dollar amount <br />should be. <br />Council Member Neal asked according to the current campaign <br />reporting ordinance, if a candidate receives less that $25.00 in <br />donations does he have to submit a report. Mrs. Anderson said <br />yes. The form that says that if the candidate received donations <br />of less than $25.00 or spent less than $25.00 a report must be <br />filed. Council Member Neal questioned Mr. Bisel's report form. <br />Mrs. Anderson explained that Mr. Bisel reported $95.00 in <br />donations but named only the persons who donated more than <br />$25.00. <br />Council Member Kuether asked what is the difference between the <br />draft policy and the requirements of the state statutes. Mrs. <br />Anderson explained the policy lists the persons who are required <br />to attend and assist at the recount. State statutes only say <br />that the City Clerk will conduct the recount and allows the City <br />Clerk to determine who shall assist her. <br />Council Member Bergeson asked that Mrs. Anderson give a copy of <br />the state statute to all Council Members. <br />Council Member Kuether asked if the League of Minnesota Cities <br />has a sample policy for this City to use. Mrs. Anderson <br />explained that she did contact the League of Minnesota Cities and <br />they referred her to the City of Blaine who recently conducted a <br />recount. A copy of the City of Blaine's recount procedure was <br />sent to the City and used as a guide. <br />This matter will be placed on a future City Council work session <br />agenda. <br />Considerations of Clerk -Treasurer's Report Regarding Campaign <br />Reporting Compliance - The City enacted an ordinance requiring <br />disclosure of all campaign contributions and expenses over <br />$25.00. Final reports have been received from Mr. Bisel's <br />personal campaign committee, the Committee for Concerned Citizens <br />for Responsible Government, Council Member Bergeson and Council <br />Member Kuether as well as the report from the Reinert for Mayor <br />Committee. Council Member Kuether's report stated that she <br />neither spent or received more than $25.00. A report was <br />received regarding another committee for Mayor Reinert. After an <br />investigation a note was sent to the Clerk -Treasurer indicating <br />that the "committee did not get off the ground" and neither <br />collected or disbursed any money. Mr. Bohjanen circulated a <br />letter in support of Mr. Bisel. Mr. Bohjanen has been asked to <br />PAGE 17 <br />353 <br />
