356 <br />COUNCIL MEETING DECEMBER 13, 1993 <br />Council Member Kuether asked about the flyers supporting Mayor <br />Reinert. Mrs. Anderson explained that she wrote to the person <br />named on the flyer and received an answer that claimed only <br />several copies of the flyer were made on a copy machine but never <br />circulated to the public. The person stated no contributions <br />were received and there were no expenditures. Council Member <br />Kuether said something must have been expended to produce the <br />several flyers if only ten cents. She said if full disclosure is <br />required then there should be a filing from this person or group. <br />Mayor Reinert said he felt that there should be full disclosure <br />of all campaign finances. <br />Mr. Hawkins said it appears that there must be a "reworking" of <br />the campaign ordinance and it also appears that there is not a <br />good mechanism for enforcement. He also noted that there may be <br />other issues that should be addressed. <br />Voting on the motion, motion carried with Council Member Bergeson <br />voting no. <br />PROCLAMATION: Epilepsy Month in Anoka County - Mrs. Anderson <br />explained that the document proclaiming November as Epilepsy <br />Month arrived on the last day of November. She did talk to the <br />persons in administration at Anoka County and they explained that <br />although November was past, they wanted all Anoka County citizens <br />to be aware of this disorder of the central nervous system and <br />asked that the proclamation be read before the City Council. <br />Mrs. Anderson read the proclamation. <br />REMINDER: Monday, December 20, 1993, Last City Council Meeting <br />of 1993. <br />Minnesota Correctional Facility Meeting, Wednesday, December 15, <br />1993, 1:30 P.M. - Mr. Schumacher read a letter dated December 3, <br />1993 from Warden Gothriel J. LaFleur, warden at the Minnesota <br />Correctional Facility, Lino Lakes. This letter makes it obvious <br />that changes will be made at the prison. Council Member Elliott <br />asked if the City Council had any authority regarding the <br />proposed changes or is this letter just a courteous way of <br />letting the City know to expect changes. The City has no <br />authority regarding the proposed changes, however, permits would <br />be required for any building or remodeling projects. <br />Council Members Kuether, Neal, Mayor Reinert, Chief Pecchia and <br />Mr. Schumacher will attend the meeting. <br />Consideration of Council Work Session Minutes, November 22, <br />1993 - Council Member Elliott moved to approve the minutes as <br />PAGE 20 <br />1 <br />1 <br />
