34` <br />COUNCIL MEETING DECEMBER 13, 1993 <br />that basically deregulation has changed the level of effort of <br />obtaining gas to service the system. <br />Mayor Reinert asked about replacement of aging pipelines and <br />other structures. Mr. Keinath noted that there had been some <br />rumor that pipes and parts were being replaced in Lino Lakes with <br />rebuilt materials. This is not the case. The Circle Pines Gas <br />Utility is required to remove, test and/or rebuild the meters <br />every 13 years. The process in Circle Pines is to remove the <br />meter, replace it with a rebuilt meter and then test and repair <br />the old meter which is then installed in another home. Also <br />there was some concern with pipelines along Sunset Avenue. These <br />lines were replaced with plastic lines. Work crews do go through <br />the entire system each year and repair or replace faulty <br />materials. <br />The City Council thanked Mr. Keinath for coming this evening. <br />PLANNING AND ZONING BOARD REPORT, MARY KAY WYLAND, (CONTINUED) <br />FIRST READING, Ordinance No. 93 - 23, Extending Home Occupations, <br />Rural -Business Reserve (R -BR) Zoning District, Ordinance No. 93 - <br />24 Providing for Interim Uses in the Rural -Business Reserve (R - <br />BR) Zoning District - The City Staff and the Planning and Zoning <br />Board have prepared an ordinance to provide some flexibility in <br />use for those properties located within the R -BR, Rural Business <br />Reserve District. This district is located around the <br />intersection of Main Street (County Road 14) and I35E. The <br />Interim Use ordinance provides this flexibility by allowing the <br />use of existing farm buildings for business purposes provided <br />certain conditions are followed. The Interim Use ordinance <br />provides a temporary use of property until a particular date, <br />until the occurrence of a particular event, or until zoning <br />regulations no longer allow said use. Existing ordinances do not <br />provide for this type of "temporary" use. <br />Public hearings have been held on both proposed ordinances by the <br />Planning and Zoning Board and they have recommended adoption of <br />both ordinances. <br />Council Member Bergeson asked if these two (2) ordinances relate <br />to what is or is not permitted in this zone? Ms. Wyland <br />explained that the ordinances will provide for an expanded home <br />occupation use in existing farm buildings. Council Member <br />Bergeson asked why the City would permit more business activity <br />in the R-BR.District than is permitted in other rural districts? <br />Ms. Wyland indicated that the R -BR District is a temporary <br />district and the residents were given the impression that if they <br />allowed their area to be zoned in such a manner they would be <br />PAGE 8 <br />
