CITY COUNCIL MEETING <br />FEBRUARY 14, 1994 <br />Council Member Elliott moved to adopt Resolution No. 94 - 06 as <br />presented. Council Member Kuether seconded the motion. Motion <br />carried unanimously. Resolution No. 94 - 06 can be found at the <br />end of these minutes. <br />CONSIDERATION OF AMENDING THE CITY'S PROGRAM ON WEIGHT <br />RESTRICTIONS <br />Mr. Schumacher explained that weight restrictions are placed on <br />City streets during the spring thawing season to reduce damage to <br />the streets. In the past, the City has issued overweight permits <br />during this weight restriction period. The permit allowed the <br />hauler to exceed the City posted restriction up to a maximum of <br />five (5) tons per axle. <br />After reviewing the practice of issuing permits, it has become <br />apparent that some City streets are experiencing decreased life <br />expectancies due to the heavier loads allowed during the spring <br />thawing period. <br />It is the intent of the City to design and build streets with a <br />15 to 20 year life expectancy. If the streets life expectancy is <br />decreased, reconstruction of the street becomes necessary at an <br />earlier than expected time table. The reconstruction is a cost <br />that is normally assessed to abutting property owners. <br />Therefore, it should be the responsibility of the City to take <br />the necessary steps to protect the City streets so that the <br />streets will not have to be reconstructed earlier than expected. <br />Therefore, it is the recommendation of the Public Works <br />Department that permits not be issued that would exceed the <br />posted weight restriction. <br />This matter will be a topic of discussion at the Builders meeting <br />on Friday. If approved by the City Council, this action will not <br />be popular with the builders. <br />It was noted that some City streets are constructed to a tougher <br />standard and will be posted at five (5) ton per axle. Mrs. <br />Scharpen from the audience asked how this would impact garbage <br />trucks. Mr. Schumacher explained that the City must make <br />exceptions for some vehicles that involve the health, welfare and <br />safety of its citizens. Such vehicles as garbage trucks and <br />school buses will be given special consideration. <br />Council Member Kuether moved to eliminate the issuance of over <br />weight permits as recommended by the Public Works Department. <br />Council Member Neal seconded the motion.
