1 <br />1 <br />1 <br />CITY COUNCIL MEETING FEBRUARY 14, 1994 <br />Finance Director Position - The City of Lino Lakes has been <br />sharing a Finance Director with White Bear Township for <br />approximately two (2) years. Mr. Schumacher proposed changing <br />the language of the Joint Powers Agreement to make Lino Lakes the <br />employer and contract financial services to White Bear Township. <br />The purpose of the change is to give the City of Lino Lakes <br />control over the number of hours worked while still maintaining a <br />cooperative agreement with White Bear Township. Mr. Schumacher <br />noted that the City of Lino Lakes now needs more services because <br />of the loss of the Accounts Payable Clerk. Council Member <br />Kuether moved to approve the revised Joint Powers Agreement as <br />submitted. Council Member Elliott seconded the motion. Motion <br />carried unanimously. <br />CONSIDERATION OF AWARDING BIDS FOR THE SHORES OF MARSHAN LAKE <br />PARK BUILDING REMODELING <br />Bids have been accepted for the remodeling of the Shores of <br />Marshan Lake Park building. Invitations to bid were published in <br />the Quad Community Press and the Circulating Pines. Also plans <br />and specifications were mailed to local contractors presently <br />licensed with either the City or the State. Submission of bids <br />closed February 11, 1994. <br />General contractors were asked to itemize their bids to show the <br />amounts of bids by their subcontractors. This was done to allow <br />local subcontractors the opportunity to bid if they did not do so <br />with a general contractor. There were two (2) general <br />contractors who bid only on the general construction part of the <br />project. These contractors bid on this basis because they knew <br />that the City was receiving bids individually from mechanical and <br />electrical contractors and might award individual bids to local <br />contractors. <br />A total of five (5) bids were received from general contractors. <br />Three (3) additional bids were received from local mechanical <br />and/or electrical contractors. A summation of the bids was <br />presented to the City Council. A recommendation was made to <br />award bids to the contractors with the low bid in each <br />construction phase. <br />Mayor Reinert noted that not all bidders were from Lino Lakes. <br />He asked if the City Council approves all low bids, who will <br />coordinate the work. Mr. Schumacher explained that Mr. Volk <br />would be the coordinator. Council Member Elliott asked if anyone <br />was familiar with general contractor, Clayton Asp Construction. <br />No one knew this company. <br />Mr. Racutt from the audience noted that some of the low bidders <br />PAGE 15 <br />
