1 <br />1 <br />CITY COUNCIL MEETING FEBRUARY 14, 1994 <br />Until recently, the National Multiple Sclerosis Society operated <br />pull tab gambling at Lee's of Lino Lakes. This organization did <br />not renew its state license and its Lino Lakes license also <br />expired. The Ataxia Foundation, like the Multiple Sclerosis <br />Society, claims that all persons donating to their cause are <br />members. Therefore, persons who live in Lino Lakes and who have <br />donated to the Ataxia Foundation are current members. Because of <br />this definition of members, the Ataxia Foundation has qualified <br />for a gambling license in Lino Lakes. <br />Council Member Kuether moved to approve the gambling license for <br />the National Ataxia Foundation. Council Member Elliott seconded <br />the motion. Motion carried unanimously. <br />Mrs. Anderson noted that since the Lino Lakes Gambling Ordinance <br />does not define "member", organizations such as the National <br />Multiple Sclerosis Society and the Ataxia Foundation will <br />continue to secure gambling licenses in Lino Lakes and take most <br />of their profits out of the community. Although these non-profit <br />organizations are worthy organizations, the intent of the City <br />Council, in enacting the Gambling Ordinance, was to see that as <br />much of the gambling proceeds as possible benefit the citizens of <br />Lino Lakes. Mrs. Anderson explained that she will be proposing <br />an amendment to the current Gambling Ordinance which will define <br />"member". The definition will be same definition that is <br />included in the State Statutes dealing with lawful gambling <br />Mrs. Anderson will bring a draft copy of the amendment to a <br />future City Council work session for discussion. <br />Consideration of Approving Minutes, Council Work Session, <br />February 2, 1994 - Council Member Neal moved to approve the <br />minutes as presented. Council Member Elliott seconded the <br />motion. Motion carried with Council Member Kuether abstaining. <br />Consideration of Approving Minutes, Council Work Session, January <br />19, 1994 - Council Member Elliott moved to approve these minutes <br />as presented. Council Member Kuether seconded the motion. <br />Motion carried with Council Member Bergeson abstaining. <br />Consideration of Resolution No. 94 - 03 Accepting Donation from <br />the Circle -Lex VFW Post #6583 for the 1993 DARE (Drug Abuse <br />Resistance Education) Program and for a Ballistics Vest for Chief <br />Pecchia - Mrs. Anderson explained that the City recently received <br />two (2) checks from the Circle -Lex VFW Post #6583 to pay for the <br />1993 DARE Program and a vest for Chief Pecchia. The total of the <br />two (2) checks is $1,740.00. Resolution No. 94 - 03 has been <br />prepared to express gratitude to the Circle -Lex VFW Post #6583 <br />for its donation. <br />PAGE 17 <br />
