EXECUTIVE SUMMARY (CONTINUED) <br />site is too removed from Birch Street to be considered both for impacts on response time and for <br />safe response on 12th Avenue. Secondly, the existing grade at Birch Street east bound from 12th <br />Avenue is steeper than deemed safe when entering this 50 mph county road. This grade would <br />result in significant delays in the time it would take for apparatus to reach the posted speed creating <br />a hazard both for the firefighters and private vehicles traveling this route. <br />The remaining two sites meet the minimum requirements addressed above so further evaluation <br />and comparison was pursued for each. <br />Conclusions <br />The study goes on to identify a comprehensive list of site attributes in detail as shown in the body <br />of this report as well as assigning them relative values in a 5 step scale from negative to positive as <br />shown in the Site Selection Matrix. The report evaluates in detail the two remaining properties that <br />meet minimum requirements as sites for the proposed Lino Lakes Fire House #2. <br />The conclusion of the report recommends the Centerville Road and Birch Street property as the <br />best potential site for the City of Lino Lakes for the fire station. The following partial list of qualities <br />of this site make it superior to the 1300 Block and Birch Street location. <br />• Response Time: The more easterly location of the Centerville Road and Birch <br />Street site provides better total coverage of the City of Lino Lakes with virtually no <br />properties in the 14+ minute response category and significantly less properties <br />in the 9-14 minute category. <br />• Site Cost and Availability: The property is already owned by the City of Lino Lakes <br />and the value accessed by Anoka County is significantly less than the 1300 Block <br />property. While the city may record a transfer of the property between departments, <br />no actual payments to other entities would be required. In addition, the property is <br />immediately available for design and construction activities without a purchase and <br />closing process. <br />• Street Access and Safety: The access from this site would be directly onto Birch <br />Street (CSAH 34) with close connection to Centerville Road for north and south <br />response. This section of Birch Street while still an Anoka County road is of a lower <br />traffic load designation resulting in less traffic for apparatus to encounter when <br />leaving the station than other sections of Birch Street. The relatively flat grades in <br />both directions on Birch Street also provide good visibility and acceleration potential <br />for the Fire Division vehicles. <br />• Site Visibility and Potential Neighborhood Impacts: This site is at the most traveled <br />intersection in the southeastern side of the City of Lino Lakes providing great public <br />visibility as a prominent Lino Lakes public safety facility. At the same time, the land <br />directly adjoining this intersection is currently undeveloped which results in very <br />minimal current resident impacts compared to the 1300 Block neighborhood. <br />See additional detailed site analysis for the recommended site and the other properties in the full <br />report body. <br />CNH Architects and the Lino Lakes city staff on the building committee have reviewed this study's <br />findings and are comfortable with the report is recommendation for the selection of the Centerville <br />Road and Birch Street site as the best location for the proposed future fire house. <br />4 Lino Lakes Fire House #2 • Site Analysis <br />
