EXECUTIVE SUMMARY <br />Introduction <br />The City of Lino Lakes has contracted with CNH Architects and our consulting engineering team <br />to perform an analysis of potential fire house sites for the City of Lino Lakes Fire House #2 and <br />then to proceed with the design of this fire house facility. This study is the first phase of this <br />work, to evaluate each of the sites identified rating them for a broad series of site attributes. The <br />information provided in this study includes site data gathered and analyzed by CNH Architects <br />and our consulting team which includes civil engineering studies by Larson Engineering, traffic <br />engineering and response time study by Wenck Associates, as well as valuable input from Lino <br />Lakes city staff. The report includes this Executive Summary followed by supporting data and <br />diagrams. <br />Process <br />The study process utilized the following three major steps: <br />1. Data gathering and site visits for all sites identified as potential fire house locations. <br />2. Develop an analysis of relevant site attributes as well as response time studies for each <br />site. <br />3. Evaluate and make a recommendation regarding the site or sites that best meet the <br />needs of the future fire house. <br />Major Site Selection Criteria <br />The three sites that had been previously identified as candidates for the Lino Lakes Fire House #2 <br />are shown on the Lino Lakes Site Option Map and include the following locations: <br />Site 1: 12th Avenue & Birch Street <br />This site is the 35.4 acre privately owned property at the southwest quadrant of <br />12th Avenue and Birch Street. <br />Site 2: <br />Site 3: <br />1300 Block & Birch Street <br />This site is the 38.2 acre property owned by the school district on the north side of <br />Birch Street west of White Oak Road and east of the cul-de-sac on Pheasant Hills <br />Drive. <br />Centerville Road & Birch Street <br />This site is the 18.2 acre northern portion of the property owned by the City of Lino <br />Lakes at the southeast quadrant of Centerville Road and Birch Street. <br />While many attributes were evaluated (see Site Selection Matrix) there were several items that <br />needed to be addressed as mandatory requirements for an appropriate fire house site. First <br />of these necessary attributes is that the buildable site area needs to be 3 acres minimum for a <br />station of the programmed size and should allow some additional space for the potential of future <br />expansion. Response time was also considered a mandatory site selection criterion with the goal <br />to maximize the ability for the Lino Lakes Fire Division to meet the response times recommended <br />by NFPA 1720 standards for the greatest portion of the city possible with consideration given <br />to both current population densities as well as anticipated near term population growth. Also <br />important is the existence or potential availability of utilities to the site including electricity, city <br />water, and sanitary sewer lines. Finally, public and firefighter safety was considered of primary <br />importance in the site evaluation process. <br />Evaluating the three sites for these minimum standards finds that the 12th Avenue and Birch Street <br />site fails to meet minimum standards on two factors. After determining buildable site areas, the <br />north portion of this site does not meet the minimum 3 acre site size. The south portion of the <br />3 <br />
