27i <br />COUNCIL WORK SESSION <br />JUNE 8, 1994 <br />June 13, 1993 Council Agenda <br />All items on the agenda were addressed. Mayor Reinert noted item <br />2 (C) Consideration of Rezone Request, Behm's Century Farms and <br />said that he was not at a point where he could support this <br />matter coming to the City Council at this time. He noted that an <br />informal meeting with the Planning and Zoning Board was held to <br />see why they have rejected the request. Council Member Neal said <br />that there are a number of items that have to be addressed. He <br />noted that the Planning and Zoning Board should only be <br />addressing the rezone request and not the plat. <br />Mayor Reinert noted that there is talk about getting more citizen <br />input into what direction the City should be taking. He noted <br />that this will be a constant battle until all issues have been <br />resolved. Mayor Reinert will be bringing a plan to resolve the <br />matter to the a City Council work session in July. <br />Council Member Bergeson noted that the Planning and Zoning Board <br />said that the second submission of Behm's Century Farms was the <br />same as the previous submission. Nothing had changed. He <br />suggested that it would be helpful for staff to submit a report <br />on the things that were suggested by the Planning and Zoning <br />Board and a report on what had been changed from the previous <br />submission. Council Member Bergeson said that it is not unusual <br />for something to be turned down the first time it is submitted to <br />the Planning and Zoning Board. However, when it is rejected <br />twice, something is wrong. It should be come back to the <br />Planning and Zoning Board until all differences are resolved. <br />Mayor Reinert said he felt that a policy decision on this <br />proposal must come from the City Council. He asked where does <br />the Council want to go with the subdivision. Should the Council <br />look at future needs and the side impacts? Mr. Robinson, <br />Planning and Zoning Board member was in the audience and noted <br />that only 17 or 18 lots are currently buildable. They are one <br />(1) acre lots. Mr. Schumacher suggested that either the City <br />Council work with the Planning and Zoning Board on this issue or <br />wait until the Comprehensive Land Use Plan is updated. Council <br />Member Bergeson said that the City Council needs to know why the <br />rezone request did not meet expectation. <br />This item is to be removed from the agenda. <br />Mr. Schumacher asked if the City Council would need further <br />information regarding agenda item No. 7.
