27i COUNCIL WORK SESSION JUNE 8, 1994 June 13, 1993 Council Agenda All items on the agenda were addressed. Mayor Reinert noted item 2 (C) Consideration of Rezone Request, Behm's Century Farms and said that he was not at a point where he could support this matter coming to the City Council at this time. He noted that an informal meeting with the Planning and Zoning Board was held to see why they have rejected the request. Council Member Neal said that there are a number of items that have to be addressed. He noted that the Planning and Zoning Board should only be addressing the rezone request and not the plat. Mayor Reinert noted that there is talk about getting more citizen input into what direction the City should be taking. He noted that this will be a constant battle until all issues have been resolved. Mayor Reinert will be bringing a plan to resolve the matter to the a City Council work session in July. Council Member Bergeson noted that the Planning and Zoning Board said that the second submission of Behm's Century Farms was the same as the previous submission. Nothing had changed. He suggested that it would be helpful for staff to submit a report on the things that were suggested by the Planning and Zoning Board and a report on what had been changed from the previous submission. Council Member Bergeson said that it is not unusual for something to be turned down the first time it is submitted to the Planning and Zoning Board. However, when it is rejected twice, something is wrong. It should be come back to the Planning and Zoning Board until all differences are resolved. Mayor Reinert said he felt that a policy decision on this proposal must come from the City Council. He asked where does the Council want to go with the subdivision. Should the Council look at future needs and the side impacts? Mr. Robinson, Planning and Zoning Board member was in the audience and noted that only 17 or 18 lots are currently buildable. They are one (1) acre lots. Mr. Schumacher suggested that either the City Council work with the Planning and Zoning Board on this issue or wait until the Comprehensive Land Use Plan is updated. Council Member Bergeson said that the City Council needs to know why the rezone request did not meet expectation. This item is to be removed from the agenda. Mr. Schumacher asked if the City Council would need further information regarding agenda item No. 7. He was requested to get cost estimates for extra coverage. The meeting was adjourned at 7:00 P.M.
