STAFF ORIGINATOR: <br />MEETING DATE: <br />TOPIC: <br />VOTE REQUIRED: <br />INTRODUCTION <br />CITY COUNCIL <br />AGENDA ITEM 6B <br />Michael Grochala <br />January 12, 2015 <br />Consider Resolution No. 15-05, Authorizing <br />Preparation of Plans and Specifications, 2015 Street <br />Reconstruction Project (Shenandoah Area) <br />Simple Majority <br />Staff is requesting council authorization to prepare plans and specifications for the 2015 Street <br />Reconstruction Project. The proposed improvements consist of street, storm sewer, and sanitary <br />sewer improvements. <br />BACKGROUND <br />On June 23, 2014 the City Council held a public hearing and took action to adopt Resolution No. <br />14-65 approving the 5 Year Street Reconstruction Plan (2015 — 2019) and provide preliminary <br />authorization for the issuance of $3,150,000 in General Obligation Bonds. The proposed project <br />include the reconstruction of streets in the Shenandoah Area. Following approval of the plan, <br />and in accordance with Minnesota Statutes Chapter 475, the City received a voter petition <br />requiring an election to authorize issuance of the bonds. The election was successful. <br />Staff kicked off the project with a neighborhood meeting in December and has since worked <br />with the City Engineer, WSB and Associates, to begin data collection and start a project website <br />for neighborhood communication purposes. The next step in the process is to prepare plans and <br />specifications. <br />WSB has submittal a proposal for preliminary and final design services as well as project <br />bidding in the amount of $198,798. The tentative project schedule anticipates approval of the <br />plans in March and award of the project in April of 2015. Construction is proposed to be <br />completed by November of this year. <br />RECOMMENDATION <br />Staff is recommending approval of Resolution No. 15-05 authorizing preparation of plans and <br />specifications. <br />
