COUNCIL MINUTES November 10, 2014 <br />DRAFT <br />46 <br />47 FINANCE DEPARTMENT REPORT <br />48 <br />49 There was no report from the Finance Department. <br />50 <br />51 ADMINISTRATION DEPARTMENT REPORT <br />52 <br />53 3A) First Reading of Ordinance No. 12-14, Establishing the 2015 City Fee Schedule- City Clerk <br />54 Bartell explained that for efficiency and clarity, city fees are consolidated into one schedule that is <br />55 adopted annually. The 2015 proposed fee schedule is before the council and it includes staff <br />56 recommended changes that are noted in red in the ordinance. The changes are to adjust building <br />57 permit and land use fees. <br />58 <br />59 Council Member Roeser moved to approve the first reading of Ordinance No. 12-14, as presented. <br />60 Council Member Kusterman seconded the motion. Motion carried on a unanimous voice vote. <br />61 <br />62 PUBLIC SAFETY DEPARTMENT REPORT <br />63 <br />64 4A) Consideration of Public Safety Captain Promotion- Police Chief Swenson explained that <br />65 the restructuring within the Public Safety Division that incorporates fire services includes one Public <br />66 Safety Captain position that supervises work in both fire and police services. That budgeted position <br />67 is currently vacant and, after an extensive process, he is recommending the promotion of Wayne <br />68 Wegener to the captain position. <br />69 <br />70 Council Member Kusterman moved to approve the promotion as recommended. Council Member <br />71 Roeser seconded the motion. Motion carried on a unanimous voice vote. <br />72 <br />73 4B) Consideration of Police Sergeant — Chief Swenson explained that the promotion of Sergeant <br />74 Wegener to the Public Safety Captain position leaves an open sergeant position within the <br />75 department. After an extensive process identifying the best candidate for this position, he is <br />76 recommending the promotion of Officer Mitch DeMars to the sergeant rank. <br />77 <br />78 Council Member Kusterman moved to approve the promotion as recommended. Council Member <br />79 Roeser seconded the motion. Motion carried on a unanimous voice vote. <br />80 <br />81 6C) Public Safety Department Update- Chief Swenson gave an update on the status of the public <br />82 safety department as the move bringing fire services into the department continues. He noted the <br />83 status of the design process for the new fire station. He noted the addition of Deputy Director of Fire <br />84 Services D'Allier and the selection of Kelly McCarthy as Deputy Director of Police Services, thereby <br />85 bringing leadership into place. Director D'Allier is assisting with the recruitment process for new <br />86 fire personnel and, having conducted interviews with applicants, having background checks in the <br />87 process, they hope to move to the training phase for new personnel soon. There are twelve current <br />88 staff members who are participating in training at Century College and that process is going well. <br />89 Plans are to have 35 trained fire fighters in place by July. Regarding equipment for the new <br />90 department, he is confident that the city will be able to get any additional equipment needed from <br />2 <br />
