A fire house <br />104 facility and future recreational facility is planned in the area thus requiring a change from the current <br />105 guided use, that being parks and open space. A change in the planned sewer services to the area is <br />106 called for. The amendments, if approved by the council, would be submitted to the Metropolitan <br />107 Council for review. <br />108 <br />109 Council Member Kusterman moved to approve Resolution No. 14-131 as presented. Council <br />110 Member Roeser seconded the motion. Motion carried on a unanimous voice vote. <br />111 <br />112 6B) White Pine Senior Living: i. First Reading of Ordinance No. 11-14, Rezoning of Certain <br />113 Real Property from GB, General Business, to R-4, High Density Residental District; <br />114 ii. Resolution No. 14-132, Approving a Preliminary Plat; <br />115 iii. Resolution No. 14-133, Approving a Conditional Use Permit for an Assisted <br />116 Living Facility <br />117 <br />118 City Planner Larsen presented her report on the actions requested for development of the facility. She <br />119 reviewed the elements included in the senior living facility, including the site, the floor plan, planned <br />120 outdoor space, entrances, parking, and traffic planning. The preliminary plat for the facility on 2.4 <br />121 acres was reviewed. A rezoning would be required due to the higher density planned. She noted that <br />122 the city's Planning and Zoning Board has reviewed the development and recommends approval of the <br />123 actions requested of the council. She reviewed the requirements of the conditional use permit. The <br />124 council discussed traffic access and exit points and their relationship to neighborhood traffic, and the <br />125 location of the city's community gardens nearby. <br />126 <br />127 Council Member Rafferty moved to approve the first reading of Ordinance No. 11-14 as presented. <br />128 Council Member Stoesz seconded the motion.
