COUNCIL MINUTES November 10, 2014 <br />DRAFT <br />136 6C) First Reading of Ordinance No. 10-14, Amending Chapter 1007 of the City Code, Lino <br />137 Lakes Zoning Ordinance- City Planner Larsen explained that this ordinance basically renumbers the <br />138 zoning regulations of the city to coordinate with the format of the city's code of ordinances. The only <br />139 change besides formating is to omit references to airport zoning that are not appropriate. Mayor <br />140 Reinert confirmed that the changes requested do not impact residents rights in any way. <br />141 <br />142 Council Member Roeser moved to approve the first reading of Ordinance No. 10-14 as presented. <br />143 Council Member Kusterman seconded the motion. Motion carried on a unanimous voice vote. <br />144 <br />145 6D) City Code Chapter 1010, Sign Code Amendment: <br />146 i. Second Reading of Ordinance No. 09-14, Amending the City Code, Section 1010, <br />147 Relating to Signs; <br />148 ii. Resolution No. 14-129, Approving Summary Publication of Ordinance No. 09-14 <br />149 <br />150 Community Development Director Grochala explained that approval of second reading and passage <br />151 of this ordinance is being requested. The ordinance amends the City's sign regulations based on <br />152 previous discussion and direction of the council and the Planning and Zoning Board. The proposed <br />153 changes for consideration can be summarized in three categories; 1) administrative changes; 2) <br />154 changes to temporary sign requirements and 3) changes to permanent signs requirements. A summary <br />155 of major changes, as outlined and summarized in the written staff report. <br />156 <br />157 Council Member Roeser moved to waive the full reading of Ordinance No. 09-14, as presented. <br />158 Council Member Kusterman seconded the motion. Motion carried on a unanimous voice vote. <br />165 <br />166 6E) Resolution No. 14-130, Approving a Professional Services Contract with WSB <br />167 Engineering, for a AUAR Five Year Update- Community Development Director Grochala <br />168 explained the use and importance of the city's I -35E Corridor Alternative Urban Areawide Review <br />169 (AUAR) and the need to update the document due to development in the area and the passage of time. <br />170 He proposes to hire the city's engineering firm, WSB, to perform the update. Funds that have been <br />171 collected through development projects are available in the city's budget to fund this work. <br />172 <br />173 Council Member Kusterman moved to approve Resolution No. 14-130 as presented. Council <br />174 Member Roeser seconded the motion. Motion carried on a unanimous voice vote. <br />175 <br />176 6F) Resolution No. 14-134, Approving the First Amendment to Development Contract, <br />177 Saddle Club- City Engineer Hankee explained that the developer has contacted the city and wishes to <br />178 install a sewer line.
