Mr. Michael Grochala <br />November 12, 2014 <br />Page 2 <br />Watermain Extension through Site <br />The scope of services for watermain extension include the preparation of construction documents <br />for approximately 1000 linear feet of watermain southerly from the right of way of Birch Street <br />(CSAH 10). For purposes of this proposal, it is assumed that reconstruction of Birch Street is not <br />necessary and the existing 16" DIP watermain within the Birch Street right of way would be wet <br />tapped and extended southerly. Our design services include construction plans, a project manual <br />(specifications) and assistance with project bidding. The engineering fee to complete the <br />described design services above is $5,600. The proposed design has not been determined and the <br />engineering fees are based on preliminary information. <br />Birch Street/Centerville Road Wetland Delineation <br />The scope of services for wetland delineation includes the delineation and documentation of <br />wetlands for approximately 2,200 linear feet of sanitary sewer within the right of way of Birch <br />Street (CSAH 10) and in the area of the bypass lanes along Birch Street and Centerville Road. <br />Our services include performing a Level 2 wetland delineation within the existing right of ways <br />(75 feet from centerline) of the above described locations, survey of the wetland boundary <br />(utilizing a Trimble GeoXH GPS Unit), and preparation of a wetland delineation report that will <br />be submitted to the Local Government Unit and US Army Corps of Engineers for review and <br />approval. The fee to complete the described services above is $4,600. <br />As an optional task, WSB & Associates can prepare the necessary wetland permits for construction <br />of the project. Permits that may be necessary include: Wetland Conservation Act (anticipated No <br />Loss approval), US Army Corps of Engineers Section 404 Permit, Rice Creek Watershed District <br />Permit, and NPDES — Construction Stormwater Permit. The cost for permitting, which can be <br />evaluated in detail once the delineation has been approved and construction documents are available, <br />is anticipated to cost between $4,000 - $6,000. If the city would like an estimate for these services, a <br />separate proposal can be provided at your request. <br />Right of Way Acquisition <br />The scope of services for right of way acquisition along Birch Street (CSAH 10) and Centerville <br />Road include the following: <br />- Pre -Acquisition Activities (informational letter, parcel set-up, field title investigation, <br />landowner meetings, legal descriptions, parcel sketches, survey and minimum damage <br />acquisition reports - 5 parcels). These parcels include the turn lane construction and <br />temporary easements for construction of the sanitary sewer. <br />- Document, Purchase Offer, Negotiation and Closing Files (document preparation, offer <br />presentation/good faith negotiations, mortgage consents and closing files) <br />- Appraisal of three properties (direct sub -consultant cost). <br />The fee to complete the described services above is $22,500. <br />The Total fee to complete the described services above is $99,900. A separate proposal for <br />construction observation services can be provided at your request. <br />
