BACKGROUND <br />The applicant has submitted a land use application for final plat for Lino Lakes Development. <br />This is the proposed location of White Pine Senior Living, a 39 -unit assisted -living facility. <br />The following staff report is based on the revised plan set dated October 14, 2014 prepared by <br />River Valley Architects and CEI Engineering Associates, Inc. and received by the City on <br />October 15, 2014. <br />In November 2014, the City Council approved the following: <br />• 1st Reading of Ordinance No. 11-14 Rezoning Certain Real Property from GB, General <br />Business to R-4, High Density Residential District <br />• Resolution No. 14-132 Approving Preliminary Plat, Lino Lakes Development <br />• Resolution No. 14-133 Approving Conditional Use Permit for an Assisted -Living Facility <br />Staff has reviewed and approved a Site Plan Review for White Pine Senior Living. <br />The Planning & Zoning Board reviewed and recommended approval of the final plat at the <br />November 12, 2014 meeting. <br />Analysis <br />Subdivision Ordinance <br />Conformity with the Comprehensive Plan and Zoning Code <br />The final plat has been reviewed for compliance with the comprehensive plan, zoning and <br />subdivision ordinance. The subdivision is not considered premature, is consistent with the <br />comprehensive plan for mixed-use development and meets the performance standards of the <br />subdivision and zoning ordinance. The final plat is also consistent with the preliminary plat. <br />Blocks and Lots <br />The project requires the platting of two (2) existing parcels and dedication of right -of way along <br />77th Street and Lake Drive (CSAH 23).
