Streets and Alleys <br />CSAH 23 is an "A" minor arterial reliever road. 77th Street and Market Place Drive are local <br />roads. The main entrance to the site is at CSAH 23 and Market Place Drive which is a signalized <br />intersection capable of handling additional traffic to the site. A secondary driveway access is <br />provided off of 77th Street; however, the right in -right only onto 77th Street from CSAH 23 will <br />limit traffic use on 77th Street. The existing road system is capable of handling traffic generated <br />from the development. <br />The City, WSB Traffic Engineer, Anoka County and Police Department analyzed the need for a <br />right turn lane on CSAH 23/Lake Drive at 77th Street. It was determined a turn lane was not <br />warranted. The driveway access onto 77th Street shall be egress only and signed "Exit Only" to <br />eliminate the need for assisted -living traffic to turn right onto 77th Street from CSAH 23. Traffic <br />will continue to have full access at CSAH 23 and Market Place Drive. <br />Easements <br />A drainage and utility easement of 10 feet and 25 feet wide are provided along the interior <br />perimeter of the lot. <br />Storm Water Management and Erosion and Sediment Control <br />Storm water quality requirements will be achieved using a surface pond providing infiltration. <br />The "A" soils are conducive to this type of stormwater management. This pond will infiltrate the <br />required water quality volume (2.5 inches of rainfall over the drainage area) and route storms <br />exceeding this runoff volume through a control structure in the pond. A control elevation will be <br />established at the quality volume for discharges above this amount of runoff. For informative <br />purposes the 1 -year storm precipitation amount is less than the required quality runoff, thus no <br />discharge from the pond is anticipated from this storm event. <br />Utilities <br />Utilities will connect to existing mains; water along CSAH 23, sewer to the main on 77th Street, <br />and stormwater to an existing catch basin on CSAH 23. Electric and telephone will connect on <br />an existing pole on 77th Street and gas will connect to an existing main running just south of the <br />property. The parking lot will be graded so as to drain to a series of catch basins. The roof runoff <br />will be collected and conveyed underground to the proposed stormwater pond on the west side of <br />the property. <br />Public Land Dedication <br />The City will require cash in lieu of land dedication. The assisted -living facility will be <br />considered commercial for the purpose of calculation park dedication fees. <br />3 <br />
