1 <br />1 <br />1 <br />COUNCIL MEETING NOVEMBER 13, 1995 <br />A $6,519,000.00 permit for the Minnesota Correctional Facility Chemical Dependency <br />building was also issued in the third quarter. <br />Mr. Kluegel explained that the residential permit area is improving in the fourth quarter. <br />Council Member Kuether asked why the Dairy Queen has not been constructed. Mr. <br />Kluegel explained that the Anoka County Health Department has just recently issued <br />their review of the proposed construction so that things should be proceeding. <br />Mayor Reinert said that this report clearly indicates that there is a definite direction in tax <br />diversity which is what this City Council has worked on. <br />ATTORNEY'S REPORT, BILL HAWKINS <br />SECOND READING, Ordinance No. 18 - 95 Establishing. the Position and Duties of <br />Electrical Inspector - Mr. Hawkins explained that within the last month the City Council <br />has determined that it would be advantages for the City to assume the responsibilities of <br />electrical inspections within the City which have previously been performed by the State <br />of Minnesota. In order to implement that decision, it is necessary for the City to amend <br />the City Code to create the position of electrical inspector. Ordinance No. 18 - 95 will <br />amend the City Code and create this position of electrical inspector. This ordinance also <br />establishes the duties and responsibilities of this position. Mr. Hawkins also noted that a <br />contract has been completed between the City and the business that will be providing the <br />electrical inspection. The contract cannot be implemented until 30 days after the <br />ordinance has been adopted and published. <br />Mr. Ken Peterson will provide the electrical inspections for the City under the contract <br />just mentioned by Mr. Hawkins. Mr. Peterson noted that the contract is effective through <br />March 31, 1997. He noted that he will be contracting with other cities as well. Mr. <br />Hawkins noted that the contract does not provide for automatic renewal. At the end of <br />the contract, the City and Mr. Peterson will have to negotiate another contract. <br />Council Member Kuether moved to approve the SECOND READING of Ordinance No. <br />18 - 95 and dispense with the reading. Council Member Elliott seconded the motion. <br />Motion carried unanimously. <br />Ordinance No. 18 - 95 can be found at the end of these minutes. <br />SECOND READING, ORDINANCE NO. 17 - 95 AMENDING THE <br />COMMERCIAL SOLID WASTE COLLECTION ORDINANCE, RANDY <br />SCHUMACHER <br />Mr. Schumacher explained that Ordinance No. 05 - 94 was passed on April 11, 1994 <br />requiring licenses for Commercial Solid Waste Collection haulers. <br />Page 13 <br />
